Research And Practice On Public Participation In Urban Planning

Urban planning industry and all sectors of society recently focus on guaranteeing basic interests of the general public and on exercising right of the public participating in urban planning preparation and implementation.In the paper of Research and Practice on Public Participation in Urban Planning,the author sorts out thought and approach of public participation in China’s urban planning by taking Raoshan Town planning project participated by the author as example after recalling basic theory of public participation in urban planning,learning relevantly internal and external experience,as well as analyzing current situation of China’s public participation in planning.In terms of thought of public participation in planning,firstly,the author suggests to re-define role of each participants including relevant government sector,planning designer and the public who will actively participate in urban planning activity in scientific manner under guidance of special non-governmental organizations(community development committee,adviser and consultant team,planning designer etc),so as to monitor and assist rational design and smooth implementation of overall urban planning.Secondly,put forward thought for core issues including system construction,participation route,public demand,communication and treatment,participation organization etc.Finally,summarize major points of public participation in different stages of urban planning including planning target determination stage,planning preparation stage and planning implementation stage,and draw technology roadmap of public participation in every stage of urban planning.During participation in empirical research on Raoshan Town planning project,the author,based on determination of system framework of public participation,respectively states implementation approach for public participation in planning survey,scheme preparation and planning implementation,explores more scientific and perfect approach for public participation in China’s urban planning,tries to construct urban planning public participation system meeting characteristics of China’s urban planning,fully reflecting the public opinion,as well as enjoying system and technology guarantee.
