Public Participation In Urban Organic Renewal

With China’s urbanization process from the past "extensive development" into the era of "fine operation",the demand for urban renewal is also constantly strengthening.At present,the urbanization rate of China has exceeded 60%,and the urbanization rate of first-tier cities such as Beijing,Shanghai,Guangzhou and Shenzhen has exceeded 85%.There is a huge demand for urban renewal.Urban renewal is not only a public policy,but also a complex social project.The organic renewal of a city is a work closely related to people’s life.People’s Daily travel and residence are all related to it.However,there are still many problems in the process of urban organic renewal,such as the lack of system,forced demolition and conflicts of interests among stakeholders,which seriously affect the orderly progress of urban organic renewal and even hinder the harmony and stability of the society.Through urban renewal,the industrial structure can be further optimized and reshaped,and the vitality of urban development can be enhanced,which is of great significance to accelerate the construction of a new "double cycle" development pattern.Public participation in urban renewal is an important guarantee to safeguard the legitimate rights and interests of residents and an inevitable requirement to promote the smooth implementation of urban renewal.If there is a lack of public participation in the planning of renovation and renewal,it will easily lead to public dissatisfaction and misunderstanding,and public interests will not be well guaranteed,which will also lead to the difficulty of carrying out urban organic renewal and transformation.Based on this,through literature research,questionnaire and comparative methods,this thesis sorts out and expounds the theories related to public participation at home and abroad,such as governance theory,public choice theory and stakeholder theory,and clarifies the key concepts of public participation and urban organic renewal.Taking Fuliang County in Jiangxi Province as an example,this thesis points out that the current public participation in old city reconstruction has some problems,such as passive participation process,marginalized participation status,simplified participation content and limited participation effectiveness,which affect the public’s trust in the government and hinder the promotion of urban renewal work.Solve the above problems,needs the government starting from the concept of work sharing,through perfect the relevant regulations of urban organic renewal,expand public participation in the main body,optimize the public participation mechanism,to further improve the importance of public participation in the whole city renewal work,promote active participation process,the participation status actively,participate in content enrichment and effective,The ideal model of public participation in urban organic renewal is constructed to enhance the effectiveness of public participation in urban renewal,and finally achieve a win-win situation between urban organic development and public interest protection.
