Since 2019,the incoming logistics of auto parts from suppliers to manufacturing enterprises has been directly affected.Road control and isolation under the epidemic situation will lead to blocked road connectivity, making parts unable to be supplied on time and effectively, and directly affecting the timeliness of auto parts’ incoming. On the other hand, the data show that the national traffic carbon emissions account for 10% of the total carbon emissions, and as a part of the traffic carbon emissions, reducing the carbon emissions in the transportation process is of great significance to achieve the "double carbon" goal.Firstly, this thesis takes the incoming logistics process of auto parts under the current epidemic situation as the research object, considers the impact of epidemic control on road connectivity and transportation time, adopts the milk run picking operation mode based on supply hub,and establishes the objective function of minimizing the sum of carbon emission cost, hub related time cost, time window cost, fuel consumption cost, inventory cost and vehicle fixed cost Model with vehicle capacity as constraints. Then, according to the characteristics that the requirements of solving the problem can be split, the insertion method is used to generate the initial solution, and the or opt and λ-Interchange is improved and an improved tabu search algorithm is designed. Finally, according to the inbound logistics situation of a w enterprise, the inbound logistics scheme proposed in this thesis is analyzed with the existing scheme of the enterprise.By comparing the vehicle arrival time at the hub,the total travel time of a single path, carbon emissions and various costs,it is found that this model can make the vehicle arrive on time, reduce the carbon emission in the inbound logistics process and reduce the total cost of inbound logistics.
