Research On Emergency Disposal Of Large-scale Blackout In Pudong New District

Electric energy is the most important form of energy in today’s society.It plays an important role in industrial production,people’s life and social and economic development.Large scale blackouts will pose a serious threat to national security,economic development,people’s lives,and social stability.To properly respond to large-scale blackouts,China and local governments at all levels have formulated emergency management plans for large-scale blackouts and formed an emergency system for large-scale blackouts through the joint efforts of various departments and units and under the leadership of relevant government departments.As an important part of emergency management,emergency disposal is also the key to minimize the impact and harm caused by large-scale power failure and restore social normal order as soon as possible.Pudong New District is not only the forefront of China’s reform and economic development,but also the window for the world to see China.The importance of stable power supply is self-evident.Although with the reform and improvement of government institutions in Pudong New District and the continuous improvement of the governance capacity of grass-roots government departments,the emergency management of Pudong New District for public emergencies,including large-scale power outages,has become increasingly mature,However,with the increasingly lean requirements of urban operation and management,there is still room for improvement in the emergency response of large-scale power outages in Pudong New District.According to the research and management status of emergency management of large-scale blackout in Pudong New District,this paper studies the emergency disposal of incidents from four aspects: information reporting,pre-disposal,linkage response and assessment confirmation from the perspective of emergency disposal optimization,combined with the case of blackouts in 35 surrounding communities caused by lightning strikes and fires in Dongbo substation.At present,there are some problems in the emergency management of large-scale power outage in Pudong New District,such as the congestion of power failure information reporting channels,the failure of disposal subjects to report in time,the insufficient allocation of early disposal personnel,the insufficient ability of disposal personnel,the insufficient on-site communication and interaction,the inadequate response of on-site media,the inadequate research and judgment of dangerous situation disposal and the prevention of dangerous situation recurrence.Through the analysis,it is found that the reasons for the problems of emergency disposal are single information reporting channel,unclear information release responsibilities,imperfect response level adjustment mechanism,inadequate emergency training and drill,subject interaction restricted by management level,insufficient attention to public opinion control,lack of risk disposal evaluation standards and inadequate disposal guarantee after evaluation.Therefore,this paper puts forward some suggestions,such as broadening the power failure information transmission channel,implementing the information transmission responsibility,implementing the linkage adjustment of response level,strengthening the power failure emergency linkage drill,strengthening the on-site government leadership,building the on-site information interaction platform,strengthening the whole process media response,improving the power emergency disposal standard and improving the supplement efficiency of power emergency materials.
