Study On The Conservation And Implementation Evaluation Of Wuxi Qingmingqiao Historic Conservation Area From The Perspective Of Heritage Impact Assessment

In 2011,the guidelines for impact assessment of world cultural heritage were issued to reduce the negative impact of urban construction activities on world heritage and establish a more comprehensive technical method directly related to highlighting the universal value expression of heritage sites.As a tool to find a balance between protection and development in the sustainable development model,"heritage impact assessment" has strong adaptability and effectiveness,so it has been widely popularized and practiced gradually.Domestic heritage impact assessment mainly focuses on cultural relics impact assessment,focusing on the impact of construction projects related to cultural relics protection.With the development of heritage protection in China,more and more scholars have combined "heritage impact assessment" with the development of local heritage,studied evaluation methods with more extensive significance,focused on the value as the core,paid attention to the comprehensive evaluation results of positive and negative impacts,diversified the subjects involved in the evaluation,and expanded the evaluation objects to famous historical and cultural cities,towns and villages,More abundant types of cultural heritage such as historic conservation areas and industrial heritage.The protection and implementation evaluation of historic conservation areas is an important link in the protection process.It evaluates various problems arising from the implementation of protection projects.In the long-term sustainable protection,the protection management department can take a proactive response to the negative impact caused by the implementation of the project,so as to protect the heritage value of historic conservation areas more effectively.Based on the perspective of heritage impact assessment,drawing lessons from the theoretical methods of world cultural heritage assessment,and aiming at the current situation of the protection and implementation of historic conservation areas in qingmingqiao,Wuxi,this paper makes an in-situ study on the implementation and evaluation system of block protection.By combing the connotation of heritage impact assessment,assessment subject and object,work flow and other aspects,this paper focuses on the analysis of value judgment and impact classification elements involved in the construction of the assessment system,draws lessons from the relevant technical methods in planning and assessment,and focuses on the impact of changes brought by project implementation on heritage value,Based on the perspective of prior evaluation,this paper explores the post evaluation system suitable for the protection and implementation of domestic historic conservation areas.Taking Wuxi qingmingqiao historical and Cultural District as the research object,this paper combs the current list and content of protection and implementation projects,selects "6 + 1" projects from the implemented projects as the main evaluation object,evaluates the heritage impact of protection and implementation projects from the internal and surrounding levels of the district,analyzes the evaluation results and puts forward targeted mitigation measures.Taking the world cultural heritage impact assessment guide as the standard,this paper makes an ex post evaluation on the implemented projects of Wuxi qingmingqiao historic conservation area from the ex ante perspective of heritage impact assessment,so as to provide reference experience for the selection and ex ante evaluation of follow-up protection and implementation projects.The evaluation conclusions and measures are of reference significance for the future protection and development of Wuxi qingmingqiao historic conservation area.
