| With the enhancement of China’s national strength,rural areas in mountainous has been faced with great development opportunities,and the highway passenger transportation in rural areas has also achieved remarkable improvement,which plays an important role in consolidating the effect of poverty alleviation and promoting rural revitalization.As a basic project of rural people’s livelihood in mountainous areas,highway passenger transportation has a close impact on the travel of rural residents in mountainous areas.However,current rural highway passenger transportation in mountainous areas is still at a relatively low level,and the government still has many problems in management.Specifically,it fails to effectively resolve the contradiction between the level of passenger transportation and residents’ travel needs.Based on Public Administration Theory and Governance Theory,this paper studies the governance of rural highway passenger transport in the mountainous area of Puge County by using interview method,questionnaire survey method and documents research method.This paper is divided into six chapters.The first chapter is the introduction.The second chapter includes the basic concepts and theoretical basis.The third chapter is the current status of the rural highway passenger transportation management in the mountainous area of Puge County.The fourth chapter are problems and corresponding reasons existing in the management of the rural highway passenger transportation in the mountainous area of Puge County.The fifth chapter is the countermeasures and suggestions for improving the level of rural highway passenger transportation management in the mountainous area of Puge County,and the sixth chapter is the conclusion and prospect.The main conclusion of the paper is: the current management of rural highway passenger transport of Puge government in mountainous areas still has several problems,such as unreasonable fares,unscientific passenger transport network design,frequent passenger suspensions,low efficiency of functional departments,and serious unlicensed transportation.It can be improved from the following five aspects: optimizing the fare verification process,establishing a correct view of political achievements,strengthening support for operators,and strengthening the building of talent teams.There are three possible innovations in the paper.The first innovation is topic selection.This paper focuses on one county to study passenger transportation governance.Puge County has the characteristics of ethnic minority settlements and rural areas,and therefore its passenger transport management is typical and representative.The research on passenger transport management in Puge County can make more people pay attention to the traffic management situation at the rural areas,and make efforts to improvement,thereby providing a good transportation foundation for rural revitalization.The second innovation is about research methods: the paper uses a combination of questionnaires and interviews to comprehensively learn the governance of rural highway passenger transport in the mountainous areas of Puge County from three dimensions: random passers-by,passenger groups and operator groups.The third innovation is research perspective: the paper focuses on network governance,and advocates that in the process of rural highway passenger transportation governance in mountainous areas,governance body should be diversified,the governance methods should be communication,negotiation and compromise,and the governance principle should emphasize trust and cooperation.This establishes a rural passenger transportation management network in mountainous areas,which is jointly governed by government departments and non-government departments.The inadequacy of the thesis may be as following: the mountainous area of our country is vast,the geographical features of each region are different,the people of all ethnic groups living in mountainous areas have their own characteristics,and many factors are complex and intertwined,which causes each region to face different problems in the management of rural passenger transport in mountainous areas.This is a huge challenge to study the passenger transportation management of rural highways in mountainous areas.In addition,due to the limited personal ability,the field investigation is limited to one county,which is extremely regional.It is difficult to represent the general situation of the highway passenger transportation management in the entire mountainous areas.It is hoped that this part of the research can be gradually enriched in future research. |
