Study On The Prevention And Control Strategies Of Mass Incidents Of Flight Delay

Subject to complex air route weather,airspace capacity,mechanical failure and maintenance,airlines’ own capacity deployment and other factors,for Guangzhou,Shenzhen,Shanghai,Hangzhou,Nanjing and other mega airports,it is inevitable to encounter frequent flight delays.Now airports in the corresponding disposal after the delay mechanism has some shortcomings,and at the same time as the passenger rights protection consciousness to strengthen,the passenger is being caused to mood swings and easy infection,and even misunderstandings and for the work of the staff is not cooperate,even cause containment counter,abusive staff,smashing public facilities,the impact of transaction and a series of mass incidents.Although the strengthening of the on-site control of public security in the past two years has a certain mitigation effect and such incidents tend to decrease,the analysis of the overall prevention and control mechanism shows that many deficiencies have not been solved.This paper takes Baoan International Airport as a case study to explore the prevention and control mechanism of mass emergencies caused by flight delays.Firstly,the concepts,characteristics and common causes of flight delays and mass emergencies are introduced through relevant literature reading.Then,through secondary data collection,relevant flight delay data are found to analyze the current situation of flight delay in Baoan International Airport and the typical mass emergencies of flight delay.Finally,through in-depth interviews and typical cases,the study found that there are many problems in the existing prevention and control mechanism :(1)The lack of coordination and disposal institutions of airports,air traffic control and airlines,resulting in insufficient coordination and release capacity,which is prone to large-scale delay and release disorder;(2)The standard of compensation for delay is not scientific,and the current laws and regulations and guidance documents can not meet the development needs of The Times,resulting in the frequent failure of compensation negotiation;(3)The lack of decision-making and capacity allocation capacity of airlines leads to unscientific arrangements for flights and passengers,aggravating delays and causing the fatigue of long waiting time for flight crew and passengers;(4)The delayed information release mechanism is not perfect,the whole information transmission chain is too long,the delayed information update is slow,resulting in the gate service staff explanation pressure is high,the communication is invalid;(5)The insufficient publicity of aviation knowledge can easily lead to the misunderstanding of passengers about the complicated flight situation,and it is difficult for the service personnel to explain clearly,resulting in obvious contradiction between each other.Based on the coordination and cooperation consciousness,information sharing technology platform,the administrative department for supervision,training system,the existing aviation laws and regulations,etc.,for handling caused delays in the group by analyzing the reasons for emergencies,and connecting with the proposition of the new public service theory,the proposed by improve the organization and coordination mechanism and mechanism,strengthen the function of administrative department and supervision,enhance the level of service recovery,popularize knowledge of airlines such as Angle to improve the prevention and control system of the flight mass incidents.The research in this paper provides a way for Baoan International Airport and other large airports with high delay rate to prevent and control such incidents.For coordinating airports,air traffic control,airline operation provides the direction of cooperation,to improve the airport and airline service recovery ability,higher requirements to the disposal of flight delays standardized,scientific,and also to improve the civil aviation flight public opinion environment,improve the air transport related laws and regulations,and ease the dispute,airports and airlines operating efficiency has important practical significance.
