Along with the continuous and stable growth of national economy,the scale of China’s fixed asset investment is expanding,and the bidding system is one of the main management tools for China’s fixed asset investment.According to the big data statistics of China Procurement and Tendering Network,China’s annual bidding and tendering market amounted to about 20 trillion yuan,accounting for 15%-20% of the total GPD.Jinan Company,which is mainly engaged in bidding and procurement business,is in urgent need of optimizing the bidding and procurement process in order to improve its service quality and increase its market competitiveness,so as to enhance its strength and achieve healthy and good development of the enterprise.Based on the above background,on the basis of sorting out the relevant theories,this paper studies the bidding and purchasing process of Jinan Company from the following three aspects.(1)Analysis of the current situation of the bidding and purchasing process of Jinan Company.Firstly,we describe the overview of the bidding and procurement process of Jinan Company;secondly,according to the existing data of the company,we find that the complaint and challenge rate of Jinan Company has increased in recent years,and the number of bids has decreased and the satisfaction of the owner has also decreased.Lack of post-bidding services.(2)The bidding and procurement process optimization program design of Jinan Company.Firstly,in the pre-bidding period,we develop new channels to publish announcements and refine the bidding document production process,secondly,in the bid opening process,we increase the risk assessment process before the bid opening;when evaluating bids,we optimize the clarification content,carefully review the bid evaluation forms and results,and carefully evaluate the bid evaluation experts.Finally,in the late stage of bidding,do a good job of bidders’ satisfaction survey and increase the service survey of the successful bidder.(3)Implementation of Jinan’s bidding and procurement process optimization program.Firstly,the process optimization is implemented in three stages;secondly,the key and difficult points of process optimization are fully considered and broken through gradually;then,in order to implement the optimized procurement process,the three aspects of human resources and system funds are guaranteed.In this paper,through the optimization of the bidding and procurement process,we can not only improve the bidding quality of Jinan Company,but also improve the management level of the bidding process,so as to reduce the rejection rate and the number of reconsideration,reduce the cost and improve the efficiency.In addition,it provides reference for the improvement of bidding and procurement management process of other peer companies in the province.
