Research On The Construction Of Emergency Support Capacity Of National And Provincial Trunk Roads In Yunnan Province

The report of the Twentieth National Congress of the Communist Party of China pointed out that we should improve the national emergency management system,risk monitoring and early warning system,improve the ability to prevent,mitigate and relieve disasters,and deal with emergencies,and strengthen the construction of national and regional emergency response forces.The Fourteenth Five Year Plan for the National Emergency Response System proposes to take prevention and resolution of major security risks as the main line,deeply promote the modernization of the emergency management system and capabilities,focus on two categories of emergencies,namely,accident disasters and natural disasters,and resolutely curb major accidents.Therefore it will be of great significance for the stability of economic development in Yunnan Province and the stability of national society to strengthen the emergency support work of trunk highways in Yunnan Province,improve the ability to respond to highway emergencies,and curb the threat of disasters to people’s lives and property.This is the basis of the author’s research.Highway is one of the important travel modes of the people in Yunnan Province.By 2021,the highway mileage in the province has reached 30900 kilometers,including 9947.07 kilometers of high-speed highways,and the total mileage of national and provincial trunk lines is about 27200 kilometers.However,Yunnan is located in the plateau,with frequent natural disasters,many types of disasters,and a wide distribution area.Since 2018,disasters and accidents have occurred successively,such as the Mojiang earthquake,the Jinsha River barrier lake disaster,the Dulong River flood disaster,and the Yangbi earthquake.At the same time,with the in-depth promotion of the chapter of building a transportation power in Yunnan,the improvement of traffic flow,the increase of road network density and other factors,the task of emergency rescue and communication in the provincial highway industry has become increasingly arduous,which is of great significance to the highway emergency communication,the reserve capacity of emergency equipment New requirements have been put forward for the comprehensive disposal ability of the emergency team.This is the starting point of this study.Based on the emergency security work of national and provincial trunk roads in Yunnan Province,this paper applies the theory of public goods and post new public management to the practice of emergency security construction of national and provincial trunk roads in Yunnan Province,reviews the emergency security work during the 13 th Five Year Plan period of Yunnan Provincial Highway Bureau from five dimensions,using literature,social investigation,comparative analysis,combined with work experience and previous studies,After analyzing the needs of highway emergency support construction,it is found that there are deficiencies in the management system,operation mechanism,informatization level and the comprehensive ability of personnel team in the emergency support construction of trunk highways in Yunnan Province,which are specifically manifested in the lack of professional normalization and professional emergency management organization,low command efficiency,lagging informatization construction,weak information sharing ability,and unable to form an emergency resultant force The comprehensive ability of the personnel team is weak,and the structure is unreasonable,and the causes are systematically and comprehensively analyzed.This paper puts forward strategies to promote the construction of national and provincial trunk line emergency support in Yunnan Province from five aspects: establishing and improving the emergency management organization system,improving the reserve capacity of emergency equipment and materials,improving the operation mechanism of emergency support,improving the informatization and intelligence level of emergency support,and building a strong comprehensive strength of emergency teams.This paper attempts to closely link the emergency support work of national and provincial trunk roads in Yunnan Province with the national development planning such as the construction of national highway traffic emergency management system and the strategy of strengthening transportation,so as to make the countermeasures and suggestions more realistic and valuable,aiming to provide construction reference for Yunnan Provincial Highway Bureau in the critical period of facing the heavy task of emergency support and the maintenance reform and development of national and provincial trunk roads to a certain extent.
