PPP projects have been developing for many years in China,and the project model is becoming more and more standardized.In PPP project management,the human factor is very important,especially the project manager,whose competence directly determines the construction quality and income of PPP project.In order to enhance the competitiveness of enterprises in the PPP project market and ensure the rapid and stable development of enterprises,it is necessary to improve the management level of PPP project managers and reduce the competency risk of project managers to the greatest extent.The construction of PPP project manager assessment system based on competency is an important part of enterprise’s project manager management.Paper first to competency,the PPP project,construction project manager performance evaluation system theory is studied,and then to B company as an example,using the methods of expert interview,the thorough analysis and summarizes the problems existing in the examination system of B company,some of the typical problems of examination system and the PPP project construction phase mismatch,evaluation indexes and weights are not scientific,There are no project manager personal growth assessment indicators and methods in the assessment.According to relevant theories of literature research,combined with suggestions on optimizing assessment system in expert interviews,this paper uses fishbone diagram to decompose the development strategy and goals of B company from four perspectives,including individual,project,owner and company,and constructs a grid assessment system for PPP project managers from these four perspectives.That is,based on the relevant theory of competency,comprehensive analysis of similar enterprise project manager competency index elements,through the Delphi method to establish the PPP project manager personal assessment system;From the perspective of company development,PPP projects are divided into construction period and operation period,and financial indicators of key business performance are extracted respectively.The original performance assessment indicators and weights of COMPANY B are optimized through analytic hierarchy Process.From the perspective of the project and the owner,qualitative indicators in the construction process of PPP projects are extracted to form a positive and negative list to further strengthen the process control of PPP projects.At the same time,the thesis puts forward suggestions and suggestions on the assessment subject,process,result application and implementation guarantee system of project manager.This paper comprehensively applies scientific research methods to optimize the ASSESSMENT system of PPP project manager of B Company,and verifies and applies the assessment results based on the relevant situation of PPP project of B Company in2021.Through verification,the optimized assessment system better integrates the corporate strategy and development goals of B company.The assessment of PPP project managers includes both personal assessment and business performance assessment,as well as results assessment and engineering assessment,so as to further consolidate the responsibilities of PPP project managers,promote the improvement of their management ability,ensure the expected benefits of PPP projects and meet the realization of B company’s long-term development goals.
