| In recent years,the investment scale of infrastructure construction projects in China has been expanding,and the demand for more practical and efficient project contracting mode is also increasing day by day.In the construction market,PPP,BOT,EPC and other contracting modes have been vigorously promoted by the state.However,the ability of the above model to solve the problem of project financing is still insufficient.With the vigorous development of infrastructure,the shortage of funds has become a stumbling block on the further progress of China’s large construction enterprises.The demand of the industry and environment for the capital and capital operation ability of construction enterprises is also increasing.The financing ability has become a necessary quality for the competition of domestic construction enterprises.However,in order to avoid their own risks,construction enterprises often rarely choose large-scale advance,which also means that they will lose many key opportunities to broaden the market.In this case,EPC with financing may become a new turnaround or driving factor that can help enterprises make progress.Among all kinds of infrastructure projects,the development degree of water supply facilities projects to be discussed in this paper can reflect a country’s modernization process from a certain level.It is the material basis of sustainable development and an important part of people’s livelihood projects.Since the reform and opening up,the construction of water supply facilities has made rapid and considerable progress,and the problem of water use has been basically solved in most areas.However,the old water supply facilities are seriously insufficient in the utilization of water resources,and the exploitation of groundwater seriously exceeds the standard.There is an urgent need for new water resources allocation projects to replenish and restore the groundwater level,and the demand for water supply infrastructure construction is still very huge.At the same time,the characteristics of water supply project,such as large investment,complex construction situation,long construction front,many participating units and long construction cycle,make its demand for capital and technology of the project increase day by day.The lack of project risk management is becoming more and more prominent during the construction period,operation period and maintenance period.It is very necessary to formulate relevant risk management strategies.This paper takes a water supply project under F + EPC mode as the research object,aiming to systematically identify risks by consulting relevant documents and regulations,combined with the characteristics of the project,investigate various stakeholders,obtain expert questionnaires as the data basis,and then evaluate various risk factors by using analytic hierarchy process and fuzzy comprehensive analysis.In line with the purpose of combining theory with practice,A set of risk response measures applicable to F + EPC mode a water supply project are summarized.This paper first introduces the risk management theory and F + EPC contracting mode theory,then introduces the project overview and current operation status of the project,then systematically identifies the risk of a water supply project by combining the methods of expert interview,literature research and case analysis,and then evaluates the project risk by using the data obtained from the questionnaire.Finally,according to the importance of the risk,the corresponding risk response strategies are formulated.The research of this paper improves the risk management level of a water supply project,and hopes that these risk management methods and achievements can give reference to similar projects,and provide a path and reference basis for the risk management of F + EPC project of China’s water supply project. |
