With the rapid development of Chinese petroleum and chemical industry and petrochemical industry chain extending unceasingly,the dangerous goods industry to derive a lot of logistics demand,the transport of dangerous goods to bring huge opportunity.The transport of dangerous goods in our country are mainly two methods of road transport and rail transport,80% of which rely on road.According to incomplete statistics,at present our country dangerous goods road transport more than 1 billion tons per year,has more than 30 of dangerous goods transport vehicles on the road.To effectively curb for transport employees and vehicles of dangerous goods no accountability problems such as,Enterprise is not taken supervision responsibility for personnel and vehicles,reduce illegal consign for shipment and illegal transport of dangerous goods etc.disturbing the market order behavior,improve the road transport of dangerous goods refinement management level,it is necessary to research deeply on the road transport of dangerous goods safety management system,and construct the effectively electronic waybill management system of the transport of dangerous goods by road.First of all,from how to improve the road transport of dangerous goods safety management system’s perspective,this paper analyzed the current development situation and existing problems of road transport of dangerous goods in China,and systematized explored deeply regulations problems of causing these problems.Guided by the theory,the paper analyzed the connotation and characteristics of road transport of dangerous goods,around "goods.With enterprise,personnel,vehicles and other regulatory objects and consign,transport,loading and unloading,emergency etc.supervision link,I built a road transport of dangerous goods safety management system with the total factor,the whole process.The dangerous goods road transportation supervision mechanism carried on the thorough analysis.I researched and constructed a road transport of dangerous goods electronic waybill management system,which include transport enterprise application subsystem and industry supervision subsystem.It has a certain practical guiding significance on the industry management department to carry out road transport of dangerous goods safety supervision and electronic waybill management.
