The construction industry occupies a key position in the national economy of our country,and it is of great value for promoting the development of urbanization and stimulating economic growth.The housing construction industry,as one of the sectors,has experienced vigorous development in the past two decades,and the housing construction market has continued to expand even in the face of the new crown epidemic.However,behind the substantial increase in total output value is a basically flat overall profit rate,reflecting the current slowing economic growth rate and increasingly strict purchase restriction policies that have imposed many restrictions on the investment in housing construction projects,and the risk of exceeding the estimate is becoming more and more severe,and the compilation of the estimate is optimized.It is imperative to implement refined management in terms of processes.In addition,the current research on the quality of the design budget has not yet formed a system.Based on this,this article studies the problems and improvement measures of the housing construction project design budget from the perspective of the construction unit.Based on system theory and control theory,this paper comprehensively sorts out the problems in the design budget through the analysis of typical cases and important documents,and extracts three dimensions and a total of 21 quality influencing factors.Then consult experts to calculate their ranking weights,and analyze in detail the typical factors with the highest importance.Finally,a targeted improvement strategy is formulated based on the ranking results of importance and the status quo of the industry.It is expected to provide a theoretical basis for scientific understanding and solving the design budget problem at this stage.This article follows the overall idea of "discovering problems-analyzing problems-solving problems" and has obtained the following main conclusions:(1)The21 influencing factors of the quality of housing construction project design estimates can be roughly divided into three dimensions: organization construction,engineering technology,and management system according to different attributes.The three dimensions include 8 and 7 respectively.,6 secondary factors.(2)The paper uses the analytic hierarchy process to calculate the ranking weights of various dimensions and factors.Among them,the practitioners’ lack of understanding of cost control,lack of awareness of the whole process,and unclear project positioning are the top three factors.(3)The thesis follows the principle of prescribing the right medicine and focusing on the big ones and letting go of the small ones,and formulates corresponding improvement measures for those factors that are of high importance and strong feasibility,including the development of a macro-level talent team and the cultivation of budgetary control concepts,as well as specific ones.Construction of regulatory incentive mechanism and collaborative work mechanism.The thesis studies the influencing factors of the quality of housing construction project design estimates.On the one hand,it sorts out the types of influencing factors and builds a systematic research system;on the other hand,it analyzes the importance of influencing factors and formulates specific improvement countermeasures.It is helpful to solve practical problems and provide decision support for investment enterprises.In summary,the thesis research has strong theoretical significance and practical value. |
