Abstract/Summary:
With the end of poverty alleviation,China has officially launched rural revitalization.As an important measure during poverty alleviation,rural road construction has effectively played its role in increasing regional economy and residents’ income.However,due to the lack of systematic sorting and evaluation,the effectiveness of rural road construction under the background of poverty alleviation cannot be fully and accurately evaluated.In this paper,statistical analysis,Delphi method,empirical research and other methods are used to study the utility of rural road construction in the context of the end of poverty alleviation work,rural revitalization is about to start,and rural road construction has increased significantly.First based on the results of anti-poverty engines work,secondly to poverty alleviation works under the background of rural highway construction cost effectiveness are analyzed,and using Delphi method to get the effectiveness of rural highway construction evaluation index,and then through the analysis of poverty crucial mechanism and the relationship of rural highway construction and explores the modeling method of the potential relationship between research,Finally,Xinglong town is taken as an example and the research results are summarized.The results show that rural road construction,as an infrastructure for farmers’ production and life,is in urgent need,but it has not been fully developed due to the limitations of funds and other resources.Poverty alleviation has helped to improve the achievements of rural road construction.As a result,during the poverty alleviation campaign,the total mileage of rural road construction increased in a short period,and more poor villages were built than non-poor ones.The construction funds were mainly raised by villagers,but mainly by poverty alleviation funds,agricultural road construction and other government funds.According to the score of the utility evaluation index,the poverty alleviation work of Xinglong Town in the past five years has been unanimously recognized by the assisting units,assisting responsible persons,assisting competent departments,grassroots governments,assisted objects and all villagers.The highest score index is to increase the income of the poor,indicating that the rural road construction in Xinglong Town has achieved significant results in increasing the income of the poor during the period of poverty alleviation,which has been unanimously praised by everyone.The lowest score index is promoting the development of township enterprises and service industry,with a score of 7.01,indicating that Xinglong Town needs to further strengthen the development of township enterprises and service industry in this aspect.The unitary nonlinear regression analysis of rural road construction mileage and per capita income proves that there is a positive correlation between them,and the relationship curve shows that rural road construction conforms to the marginal utility law of general economics,that is,with the increase of the construction mileage,its marginal utility will gradually decrease.The research of this paper provides theoretical and practical reference for the investment scale,construction mileage,construction standard and road network planning of rural highway construction in rural revitalization.
