Abstract/Summary:
The substantial development of China’s civil aviation maintenance industry is an important aspect for achieving a strong civil aviation country.How to timely follow up and effectively cooperate with China’s civil aviation industry has been a continuous and constant problem for domestic maintenance enterprises and aviation operators.At present,in the first year of the 14 th Five-Year Plan,the optimization and reform of aircraft maintenance mode will be an important task in this historical process.The original aviation maintenance is commonly undertaken by the aviation operator,not only generating high transfer cost and wasting transport capacity,but also difficult to get maintenance support in time in the case of sudden failure.In view of the above problems and the change of operation and maintenance pattern,more and more airlines choose to entrust maintenance projects to enterprises with corresponding qualifications,such as ground handling companies,maintenance companies,etc.However,with the increasing number of aviation maintenance projects,some private airlines have insufficient capital reserves,confused outsourcing maintenance progress management and fund management,and poor communication between airlines and maintenance enterprises,and these issues have brought huge challenges to the management of maintenance projects and greatly affected the development of the aviation industry.Therefore,it is urgent to explore a new financing mode suitable for aviation maintenance engineering.This paper will focus on the current situation and problems be encountered with aviation operators and maintenance units in the field of civil aviation maintenance in China,take the X maintenance project financing mode as an example,and study and explore a new project investment and financing mode by using the combination of literature analysis,expert interview,analytic hierarchy process and fuzzy mathematic theory.Specifically,the paper proposes the BOT-PPP integrated financing mode,and further establish corresponding evaluation system for financing mode.First,this paper compares and analyzes the theories of BOT mode and PPP mode,as well as the advantages and disadvantages of each mode,referring to the different available fields for each mode.After considering special characteristics and elements of the existing aviation maintenance project,this paper achieves the optimal cooperation mode and proposes the BOT-PPP integrated financing mode suitable for aviation operators and maintenance enterprises.The implementation effect of the cooperation mode is preliminarily evaluated and the key elements are reminded,which provides a reference for the further industry promotion and application of the financing mode.Second,the evaluation system for BOT-PPP integrated financing mode in the field of airline maintenance is established.Based on the characteristics of airline maintenance project,the established evaluation system includes the dimensions of financing mode features,project features and project risk,referring to 12 evaluation indicators.Next,combined with Delphi method and expert scoring method,the weight of each evaluation indicator is determined.Then,evaluation model is developed using multi-layer fuzzy mathematic method to quantitatively assessing the feasibility of different financing modes.Third,the research takes the X airline maintenance project containing airline maintenance subproject and airline service maintenance subproject as case study.after decomposing maintenance project,some profit-oriented subprojects will be financed,and the applicable financing mode is analyzed with the evaluation system of financing mode,namely BOT or PPP mode.The result shows that airline maintenance project adopting BOT-PPP integrated financing mode has advantages in economic cost and long-term development.
