Taken the expensive cost, complicated technology, long-term construction, and intimate correlation with the people’s livelihood into consideration, hydraulic engineering is of vital importance in Chinese infrastructure construction.For a long time, following the traditional mode of the design institute responsible for the design, the construction unit responsible for the procurement, and the construction unit responsible for the construction, the construction field in China separates each phrase of the project, resulting in long period construction, waste of funds, difficulty to guarantee the quality of the engineering and phenomenon of buck passing of responsible departments. The history of application of domestic construction project management is not long, which is only about twenty to thirty years, whereas the domestic counterparts continuously explore in its various management modes. The EPC head contract model can effectively overcome the design, procurement, construction and mutual constraints contradiction, and is beneficial for the reasonable depth cross of design, procurement, construction, as well as comprehensive control of quality, schedule and cost in an effective way, so as to avoid many unnecessary losses. Although the pattern has already been in use for a long time internationally, due to the restriction of policies and regulations, investment system and other factors, domestic enterprises have not yet fully formed head construct contract market, especially in the electric power industry there has been no typical head contract management system and mode.Thus, based on the analysis of Hydraulic engineering project management, we deeply exploited the EPC head contractor mode of Hydraulic engineering.It elaborates the importance and work content of the quality, procedure, cost and security of Hydraulic engineering as well as a discrete analysis of the mainly elements on the EPC of it combining with the case study on the project of " head construct on designing, procurement and construction of the110KV construction electricity hydraulic engineering in Bada, Dawei Hydropower on the basin of Jiaomuzu River in Sichuang province", thus providing the present situation, existing problem and improvement approaches of the hydraulic engineering project management.By examining the application of the EPC head contractor mode in the area of Hydraulic engineering, we find out the benefits and holdbacks of it when introduced to hydraulic engineering and then provides corresponding advices.EPC management mode has several prominent advantages. First, it can integrate the three responsible parties in an effective, coordinating way, and reduce contradiction and benefit conflict between them, thus making it possible to carry out the project smoothly and fast. Second, it makes the designing department more responsible and design from a global perspective, which decreases the possibility of altering the design, which was thought to increase the difficulty in construction. In this case, we can control the expenditure under the budget and enhance both the social and economic benefits. Moreover, the specialized design department substitutes the ineffective proprietor, which can guarantee the high quality and promote the development of business as well.There are several main problems which block the widely application of EPC project management. The head contractor is faced with problems of lacking in relevant experience, in scientific and effective management, and poor human resource reserve. The proprietor still applies the traditional management mode in practice and doesn’t have a grasp of EPC mode, which leads to their excessive intervention, which is usually ineffective and increasing the difficulty in construction. Last but not the least, at the national level, there is still few policies and regulations to support the implementation of EPC mode. Therefore, this paper concluded that, the government should accelerate the formulation of relevant policies and regulations. Optimizing the system and industry environment for the implementation of EPC head contractor mode to lead the contractors to improve their management and pay more attention to expertise to meet the demand of the market. Meanwhile, the management department should guide the proprietors to have a better understanding of EPC project mode by knowledge education. Thus, deeply exploiting the effectiveness of EPC head contractor mode and promoting its application in varieties of project management and developing it to a primary and effective mode for construction project management.This thesis has two main innovations. First, EPC mode still belongs to relatively new management mode in the power, especially hydraulic industry. The construction units, head contractor and government authorities are all faced with a process of adaptation and improvement. Through continuous exploration, practice and conclusion, they need to make the very popular international EPC head contract model combine with China’s actual situation, thus it can be widely applied and developed; secondly the paper achieves a combination of research methods of theory and practice based on a large-scale Hydraulic project. The huge sum of investment, short construction period, numerous subprojects involved and large equipment proportion of the project selected make it very suitable for the implementation of EPC management mode, and has a certain degree of representativeness and research value.Based on case study, this thesis not only provides basis for practical applications of theoretical studies, but also has certain significance in promoting EPC management model of similar power projects in the future. |
