Research On Financing Model Evaluation Of Spongy City Construction Project

With the rapid development of urbanization,the contradiction between human activities and ecological environment has become increasingly prominent.In order to improve the urban ecological environment,the establishment of natural circulation system of urban water body to reduce the pressure of urban drainage system has become one of the important topics of ecological civilization construction in recent years.The construction of sponge city is conducive to promoting the coordinated development of human beings and the environment,but the construction of sponge city needs to inject a large amount of funds,facing the huge pressure of financing,large amount of funds financing is relatively difficult,how to choose the appropriate financing mode is particularly important.In the construction of the sponge city,it is necessary to evaluate the financing mode of the construction project of the sponge city in combination with the government and market environment.Firstly,this paper analyzes the background,purpose and significance of the research,and briefly analyzes the research status,research content,methods and technical routes of sponge cities at home and abroad.This paper introduces the meaning and application scope of ABS,PPP,BOT,PFI four typical financing modes,and compares the advantages and disadvantages of these four modes.Combining with the general situation and characteristics of sponge city construction project financing development,this paper analyzes the problems and necessity of sponge city construction project financing process in detail.The second is to build sponge city construction project financing mode evaluation model.This paper chooses five indexes of project financing subject,operation mechanism,financing efficiency,recourse right,project property right and ownership to establish the evaluation index system of sponge city construction project financing mode.The paper uses expert scoring method to construct judgment matrix for each index,and obtains the right of each index through AHP.The fuzzy comprehensive evaluation method is applied to evaluate the financing mode in line with the sponge city construction project.In the end,in the empirical analysis,the paper takes the sponge city construction project of Suzhou as an example to evaluate and analyze.The result of the modelanalysis is consistent with the actual financing mode of the project.On this basis,some reasonable suggestions are put forward for the selection of financing mode of the sponge city construction project.The model established in this paper can provide a new set of ideas for establishing the evaluation index system of financing mode of sponge city construction projects.The evaluation system based on fuzzy comprehensive evaluation method provides a method theory for decision makers to choose financing mode,which is helpful for the government to solve the fund problem in the construction of sponge cities.
