| Nowadays,China’s economic development has changed from incremental development to high-quality development.The continuous improvement of urban urbanization rate also puts forward higher requirements for infrastructure construction.However,for infrastructure investment with higher standards and requirements,local governments in China began to use PPP mode in the field of infrastructure and public services in order to alleviate the pressure on government investment.Using PPP mode in municipal roads can effectively give play to the creativity and vitality of social capital,bring more funds to the local government,and improve the quality and operation management efficiency of municipal roads through the professional ability of social capital.However,in the process of using the PPP mode of municipal roads,many problems have also been exposed.The most important thing is that the local government can not effectively supervise the project,and there are a lot of internal friction with social capital,which violates the original intention of adopting the PPP mode in municipal roads.With more and more municipal road PPP projects entering the operation period,such problems become more and more serious.The effective way to solve the internal friction between government and enterprises is to establish a mutually recognized performance evaluation system during the project operation period.At present,there are still deficiencies in the research on the operation performance evaluation of municipal road PPP projects.This paper seizes the opportunity that more and more municipal road PPP projects are about to enter the operation period,and will make some research on the proposition of operation performance evaluation of municipal road PPP projects.The main research contents of this paper are as follows:First,identify and optimize the operation performance evaluation indicators of municipal road PPP project through literature research and case analysis.Based on the analysis of the motivation of operation performance evaluation of municipal road PPP project,combined with the goal setting theory,this paper first identifies 20 performance indicators by referring to 18 core documents with high correlation with the paper;Then,through the analysis of 42 projects in the PPP case base of the Ministry of finance,17 performance indicators are identified.Finally,combined with the questionnaire survey,the identified performance indicators are optimized,and finally the operation performance indicator system of municipal road PPP project including 9 primary indicators and 24 secondary indicators is obtained.Second,determine the weight of the identified municipal road PPP project operation performance indicators,and establish a weighted comprehensive evaluation model.Through the comparison and selection of index weight determination methods,this paper determines to use dematel-fahp method to calculate the weight of each index.Then,based on the national and industrial specifications of municipal roads,the paper quantifies all the identified performance indicators,so that each indicator can find the corresponding quantitative indicators,ensure the objectivity of the evaluation,and finally determine the weighted comprehensive evaluation model.Thirdly,based on the performance evaluation system of municipal road PPP project,this paper makes a case study of Chongqing Municipal Road PPP project.Considering the positioning of Chongqing municipality directly under the central government and the availability of project data,the paper selects Chongqing as an analysis case,and finally comes to the conclusion that the three municipal road PPP projects currently in operation in Chongqing meet the requirements of government payment,but the score is less than90 points in project data and information disclosure,organizational framework,project safety and environmental protection,and there is still some room for improvement.The final evaluation results basically accord with the actual situation of each project,so it verifies the feasibility and rationality of the performance evaluation system.Fourthly,based on the analysis of the performance level of Chongqing Municipal Road PPP project during the operation period,the paper puts forward countermeasures and suggestions to improve the performance.Through the principles of comprehensiveness,legal guidance,pertinence,dynamics and openness and transparency,the paper puts forward countermeasures and suggestions for the operation performance of Chongqing Municipal Road PPP project.The countermeasures and suggestions give micro level countermeasures and suggestions according to the performance weaknesses analyzed in the paper.At the same time,in order to ensure the implementation of micro level countermeasures and suggestions,the paper further puts forward macro level countermeasures and suggestions,So as to comprehensively ensure the improvement of the operation performance of Chongqing Municipal Road PPP project. |
