| Under the dual background of global warming and new urbanization,urban flood disasters are frequent and increasingly serious,and cities have entered the era of hydrological disaster risks.In particular,on July 20,2021,Zhengzhou City suffered a once-in-a-millennium heavy rainstorm and flood event,causing huge loss of life and property,triggering public reflection on traditional planning.The traditional construction ideas of emphasizing face and lining up,the old urban drainage pipe network facilities cannot keep up with the pressure of urban development,and the flood control planning mainly based on gray engineering facilities,make the city insufficient in coping ability when dealing with flood disaster events,and the concept of resilience Its role in reducing the risk of urban flooding is becoming more and more obvious.Based on this,how to combine the concept of resilient city with the planning and design of urban flood prevention and control to better help cities cope with and adapt to flood disasters is the starting point of this study.The first part introduces the research background,research purpose and significance of this paper,interprets concepts such as resilient city and flood resilience planning,and lays the foundation for the development of this paper.The research progress and excellent practice results of resilient city theory,flood prevention and control planning,and resilient city concept in storm and flood prevention and control planning at home and abroad are sorted out and analyzed.support.The second part compares and analyzes traditional agricultural flood disasters and modern urban flood disasters,and summarizes the characteristics and impacts of urban flood disasters in the process of urbanization.From the three aspects of disasterpregnant environment,disaster-causing factors,and disaster-bearing bodies,the urban flood disaster formation texture is analyzed,and the necessity and feasibility of the concept of resilient city in the planning and design of urban flood prevention and control are discussed and put forward.The third part discusses the planning and design strategies of flood prevention and control under the concept of resilient city from four levels: at the regional level,it focuses on planning strategies and suggestions from the delineation of urban flood risk zones,land use layout,ecological facility network and engineering facility network.;At the block level,the flood resilience planning strategy is proposed from the aspects of residential areas,green streets,channelized rivers,ecological squares,parking lots and underground spaces;at the site level,from the source,transportation and end control of storm flood runoff.Propose specific strategies;put forward suggestions to ensure flood resilience planning from the perspective of implementation management,so that cities can better resist and adapt to the impact and disturbance of flood disasters.The fourth part,taking Zhengzhou central city as the empirical object,sorts out the basic status quo and flood disasters of Zhengzhou central city,and proposes flood prevention and control in Zhengzhou central city from the central city level,block level,site level and implementation management level.Resilience planning optimization and suggestions,improve the existing storm and flood disaster prevention system in the central urban area of Zhengzhou,and enhance the resilience of the central urban area of Zhengzhou in the face of flood disasters.Through the above research,the importance of the concept of resilient city in improving the city’s response to storm and flood disasters is clarified;the planning and design strategies and suggestions for flood prevention and control at different angles and levels are put forward;it promotes the improvement of the ability of flood prevention and control in the central urban area of Zhengzhou;To a certain extent,it enriches the research of urban and rural planning disciplines in resilient flood prevention and disaster prevention,and provides scientific basis and theoretical guidance for ensuring urban safety. |
