| In 2016,the National Development and Reform Commission,the Ministry of Transport and other departments jointly issued the Medium and Long Term Railway Network Planning,which clearly proposed the construction of "eight vertical and eight horizontal" high-speed railway main channels.At present,the construction process of China’s "eight vertical and eight horizontal" high-speed railway network is constantly advancing,and the economic radiation circle of high-speed railway has basically completed the coverage of major cities in the country,driving the rapid development of regional economy.This also leads to an increasing number of high-speed railway construction projects,bringing new profit growth points for China’s construction enterprises.However,due to the characteristics of high-speed railway projects,such as long construction period,complex process,large investment and high professional requirements,it is generally difficult to construct them.The whole project construction process will face the threat of potential risks from the internal and external environment of the project.How to control the risks of high-speed railway projects has become one of the common problems faced by all construction companies contracting high-speed railway projects.This study takes S Company of the 14 th Engineering Bureau of China Railway as the main research object,and uses the method of case study to conduct a relatively systematic study on the risk management of high-speed railway projects.Firstly,this paper uses the literature research method to sort out the research literature of domestic and foreign scholars on project risk management and high-speed railway project risk management.On the basis of drawing lessons from the former research results,the core concepts in the research round are determined,including project risk and risk management.Secondly,through the interview and investigation,to understand the basic situation of risk management of high-speed railway project of S Company of China Railway 14 th Engineering Bureau.This paper introduces the actual situation of the high-speed railway project under construction in S Company of China Railway 14 th Engineering Bureau,investigates the current project risk management process and system of the company,and analyzes the current situation of project risk management.Then,on the basis of analyzing the existing problems of project risk identification,from the five aspects of nature,management,technology,capital and construction,the scenario analysis method is used to identify the risk factors of high-speed railway project,and identify five categories of first-level risks and 17 second-level risks.And according to the problem of risk assessment,using the analytic hierarchy process and fuzzy comprehensive evaluation method,combined with the actual situation of the project and the identification results of risk factors,to make a relatively objective assessment of the risk of Chengdu to Zigong high-speed railway project;Finally,analyze the current risk control problems,and according to the risk assessment results,from the high risk,medium risk and low risk three aspects,put forward different risk control measures.These include natural risk,management risk,technical risk and other control measures. |
