Cruise ships are the motive power of the development of cruise economy,Because of its unique passenger-carrying attribute,the safety of cruise ships attracts much concern.As one of the experimental pilot cities of cruising transportation chosen by Ministry of Transport,Xiamen port’s cruise industry develops rapidly.The construction of Xiamen cruise home port has been completed,and the renovation of No.1 to 4 Berths in Dongdu Port Area has been completed.while the safe berthing is the cornerstone of cruises’safety.Therefore,there is a great significance in the risk research on the safe berthing of cruises in the reconstructed Dongdu Port Area.The present paper is a risk research specifically focused on the large cruises’ berthing at No.1 and 2 berths after the reconstruction of Dongdu Port Area.First of all,the research defines"safe berthing" and quantifies cruises’ safe berthing at No.1 and 2 berths of Dongdu Port Area bases on their specific conditions.Secondly,a berthing risk evaluation index system is set up on the basis of the maneuvering characteristics of large cruise ships and specific conditions of Dongdu Port Area and by means of Formal Safety Assessment(FSA);Meanwhile,the Analytic Hierarchy Process(AHP)and fuzzy comprehensive evaluation is introduced and the corresponding mathematical model for cruise berthing risk assessment is established;In determining the model’s index weight,expert interview and questionnaire investigation are adopted with the due regards to the statistics of simulations maneuvering experimental data so as to make the risk assessment more objective and authentic.Afterwards,parameters are extracted from the experimental data based on more than 300 simulations maneuvering experiments.The model is contrasted and verified and applied to the risk assessment of large cruises’ berthing at Dongdu Port Area.In the end,advices on the safe berthing of large cruises at No.1 and 2 berths of Dongdu Port Area are given based on the weight determination of comprehensive model and risk assessment,which will give reference for the masters and pilots to berth safely at No.1 and 2 berths of Dongdu Port Area and also provide basis for the ports and MSA to regulate cruise berthing and provide reference for other newly-built cruise ports.
