Under the unified leadership of the Communist Party of China,China ’s economic development has completed a huge leap,the economic aggregate ranks second in the world,and launched a new journey of building a modern socialist country.Expressway has become one of the main indicators of China ’s road modernization development.By the end of 2020,China ’s expressway has been built with a total mileage of 161,000 kilometers,ranking first in the world.China has also established the world ’s largest expressway network,and the development of China ’s expressways has also provided new vitality and impetus for the economic development of the regions along the route.Highway refers to the use of isolated,fully enclosed management of motor vehicles for high-speed road,is strictly prohibited pedestrians to enter the highway.As the highway has changed the original life and work of the people along the road to a large extent,resulting in frequent pedestrian access to the highway,every year due to pedestrian access to the highway caused by frequent accidents,which has become a chronic problem in the highway safety management.Therefore,how to give full play to the management efficiency of various competent units of expressways,towns along the highway and local Party committees and other government departments,effectively and effectively control the stubborn malfeasance of pedestrians entering expressways from the source,curb the occurrence of major road traffic accidents,and protect the safety of people’s life and property,will become an important issue of expressways management.In this paper,Smith’s policy enforcement model is used to study the policy enforcement of banning pedestrians from entering expressways,and the policy enforcement of Guangyuan section of G75 Lanhai Expressways is taken as the research object.Firstly,this paper demonstrates the feasibility of applying Smith’s policy implementation model theory to the policy implementation of banning pedestrians from entering the Guangyuan section of G75 Lanhai Expressway from three aspects: applicable subject,research path and research content.Secondly,based on the data analysis of pedestrian traffic accidents in the past five years,it points out the achievements and existing problems of banning pedestrians from entering the highway in Guangyuan section of G75 Lanhai Expressway.Thirdly,from the four aspects of the policy itself,the implementation subject,the target group and the policy environment,it is pointed out that the current policy implementation of Guangyuan section of G75 Lanhai Expressway has four reasons: the lack of policy adaptability,the imperfection of the implementation rules,the difficulty of implementing the policy implementation mechanism and guarantee,the complexity of pedestrian group management and the limitation of policy environment factors.Finally,combined with the work practice,the conclusion is drawn that the implementation basis is strengthened by perfecting the policy system,refining the implementation rules,strengthening the implementation mechanism,strengthening the implementation guarantee,anchoring the target group,strengthening the guidance education and improving the policy environment.
