Aviation surveillance system is an important infrastructure of civil aviation air traffic control system.It provides controllers and pilots with necessary information of aviation operation situation awareness.As a complex system,the surveillance performance of aviation surveillance system is affected by many factors,such as the surrounding environment,global navigation satellite system and airborne equipment.Therefore,the relevant international civil aviation organizations have clear regulations on the minimum surveillance performance of aviation surveillance systems,and only aviation surveillance systems that meet the minimum surveillance performance requirements can be used in civil aviation surveillance.Aviation surveillance performance evaluation can judge whether the surveillance performance of the aviation surveillance system meets the requirements of the air traffic management system through processing,statistics and analysis of the surveillance data output by the aviation surveillance system,so as to ensure the safety of aircraft navigation and the reliable operation of the aviation surveillance system.At present,the main aviation surveillance performance evaluation systems are all researched and developed abroad.Therefore,it is important for the long-term development of China’s civil aviation industry to actively develop the localized research and development of related systems.This paper designs and implements the aircraft surveillance performance evaluation software,and uses real surveillance data to carry out surveillance performance evaluation experiments.The main research contents of this paper are as follows:Firstly,refer to the EUROCONTROL technical standard and combine the existing evaluation conditions to give 14 aviation surveillance performance evaluation indicators and their statistical calculation methods.Secondly,the development of aircraft surveillance performance evaluation software is completed using C++ language.Finally,a surveillance performance evaluation experimental system is built to carry out surveillance performance evaluation experiments and analyze the experimental results.The experimental results show that in the airspace of the terminal area,the surveillance performance of the experimental surveillance ground station does not meet the surveillance performance requirements of the EUROCONTROL standard minimum horizontal interval of 3 nautical miles;in the high-altitude airway,the effective surveillance radius of the experimental surveillance ground station is 201 km.the surveillance performance within the effective surveillance range meets the surveillance performance requirements of the EUROCONTROL standard minimum horizontal interval of 5 nautical miles.
