ADS-B is one kind of new navigation technologies, which is recommended as the main surveillance technology in the future by ICAO. According to "China Civil Aviation ADS-B implementation plan", accelerating the application and promotion of ADS-B is one of the main tasks to build Chinese next generation air transportation system. Since ADS-B technology combining satellite navigation, communications, airborne equipment, ground equipment, and many other advanced complex technologies, to ensure the ADS-B to be smoothly and safely implement and operate, an appropriate verification and evaluation mechanism is strongly required to be established.There may be existed some adverse factors that would make the performance of ADS-B couldn’t meet the surveillance requirements, which could be the terrain and the electromagnetic environment around the ADS-B ground stations or the limitations of ground stations. Fortunately, an intuitive response that caused by all those adverse factors can be achieved from the ADS-B surveillance data. So using ADS-B data to evaluate ADS-B monitor performance is a significant research direction. Based on this idea, the first step is to analysis the ADS-B original data, and then the adaptive IMM Kalman filter algorithm is proposed to deal with the ADS-B aircraft tracks. After that, the methods of assessing the performance of ADS-B surveillance are analyzed, and then a monitoring performance evaluation system is established. Finally, to obtain the monitoring performance level the improved theory algorithm of fuzzy evidence is used to merge the indexes of the established system.Taking the evaluation of the data accuracy and integrity level as an example, a detail description that shows how to use the improved fuzzy evidence theory algorithm to combine the various indicators is elaborated. Then the conclusion of the data accuracy and integrity level is obtained. Similarly, the conclusion of the data integrality and data reliability evaluation level can be also obtained. In the end, on the basis of the aforementioned analysis, the overall ADS-B surveillance performance evaluation level can be calculated.
