Study On The Nature Of Urban Villages In The Two Stages Of Public Service Transaction

"Village in the city" is a unique urban phenomenon caused by the embedding of collective-owned land into state-owned land in the process of China’s urbanization.The "village in the city",which breaks away from the control of state-owned land use,grows in the urban fabric like a tumor without order.Therefore,the traditional urban village reconstruction basically takes a simple "resection".In this paper,taking the urban villages in Xiamen as an example,the different nature of the urban villages in the two stages of public service transaction is studied,the internal relationship between the phenomenon of urban villages and the nature of the different stages is analyzed,and the relevant reconstruction suggestions are put forward.The study found that "urban villages" are not useless structures in cities that can be removed at will.Its important function in different stages of the city has been widely overlooked.If these functions cannot be effectively replaced,simply removing the complications brought by "urban villages" will bring unexpected consequences to the operation of the overall economy of the city.The reason why such a problem occurs is that previous studies mostly focus on short-term analysis and evaluation of urban villages instead of analyzing them in the long-term process of urban development.The existence of a thing may be problematic at the moment,but with the development of time,it will play different roles in different stages.The same is true of the problem of urban villages.In the process of urban growth,the originally isolated urban villages have become an important "organ" to fill in the lack of urban functions through the interaction with other urban functions.The development of cities is essentially the development of public services.Suppliers and demanders conduct transactions of public services in cities.Suppliers pay for the establishment and continuous provision of public services,while demanders purchase and continue to use public services through various forms of payment.In the process of public service transactions,cities continue to develop.This paper divides the transaction of urban public service into two stages,the stage of public service establishment and the stage of public service operation.Then mount inside a negative function to restore to urban public service the whole process of trading,found that urban villages in the stage of establishing a public service trade is a very low cost or even for FREE from urban public service value of FREE RIDER,but in the operation stage of public service business,it is through the provision of low-cost housing to reduce labor cost and then reduce the enterprise cost become city operating cash flow sources of indirect contributor.Based on this finding,this paper proposes that before the reconstruction of urban villages,it must first reset the function of carrying the burden of urban villages--providing low-cost housing to replace the low-cost living space of urban villages.The problem of urban villages in many cities is the problem of low-cost housing.The model of "rent first,sell later",which learns from the experience of Dongguan,provides another way of thinking for the reconstruction of urban villages.
