Study On The Dilemma And Countermeas Ures Of Changsha Residents’ Participation In Community Environmental Governance

In recent years,high-speed railway passenger transport has occupied an indispensable position in the transportation industry.High-speed railway trains have become an important means of transportation for people’s daily travel.In the process of railway market-oriented reform,China National Railway Group has obtained the power to set high-speed railway passenger prices,which means that high-speed railway has further accelerated the pace of market-oriented reform.The regulation of high-speed railway passenger prices not only has a great impact on the transportation market,but also concerns the protection of public rights and interests.Therefore,in the process of high-speed railway fare marketization reform,the development of government-enterprise relations and changes in power and responsibilities,as well as the impact of such changes on public interests and market environment,are worthy of in-depth study.Based on the theory of government regulation,regulation capture theory and public interest theory,this paper conducts research by means of literature research,comparative analysis and questionnaire survey.According to the government regulation elements,functions and passenger response of high-speed railway passenger prices,the current situation of government regulation is analyzed,the problems existing in government regulation are found out and the reasons for the problems are studied,and then relevant countermeasures and suggestions are put forward based on this.Through the research on the government regulation of high-speed railway passenger price,it is found that there are problems such as not establishing an independent regulatory agency,lack of professional regulation,lack of a complete regulation system,and failure to consider the level of regional economic development.This paper analyzes the reasons for these problems,and finds that the main reasons for the problems are the constraints of the industry system,the immature market development,the lack of understanding of the importance of regulation,and the imperfection of relevant legal systems.This paper puts forward some countermeasures and suggestions,such as establishing a legal system of government regulation of high-speed railway passenger prices,forming government regulation means suitable for the open economy,establishing a government subsidy mechanism with the nature of public welfare transportation,and building a benign market competition environment.Through the above research,it is hoped that it can improve the management level of enterprises,mobilize the vitality of market competition,protect the interests of the public,improve the efficiency of government regulation,optimize the mode of government regulation,and make government regulation have the greatest positive effect.
