The electricity industry is an important energy industry in the country,and its development plays an important role in social and economic growth and energy security.However,the production and development of the electricity industry also produces greenhouse gases such as carbon dioxide and methane,leading to more prominent greenhouse effects.On the one hand,due to the increasing demand for electricity consumption in society’s development,and on the other hand,the improvement of the quality of life has raised people’s demands for the living environment.Against this background,China has taken a series of electricity reform measures to reduce carbon dioxide emissions,but the high input and low output of the electricity industry are still difficult to change,and the problems of high pollution and low efficiency are still prominent.Therefore,the key to solving the problems of economic development and ecological environment is to improve the carbon emission efficiency of the electricity industry,obtain greater electricity output with lower energy consumption,and reduce carbon emissions to achieve high-quality development of the social economy and ecological environment.Hubei Province is one of the most important provinces in central and eastern China,and also one of the first provinces to pilot a low-carbon economy in China.As a province with a large population and economy,Hubei Province has a gap in energy utilization and conversion efficiency compared to the national average in China,and there are problems such as energy waste and ineffective management.Therefore,this study selects the carbon emissions of the power industry in Hubei Province as the research object,uses the ultraefficient SBM model and ML index model of undesired output to quantitatively analyze the carbon emission efficiency,and uses the Tobit regression model to regression analysis the influencing factors of Hubei Province’s economic development,coal combustion efficiency and scientific and technological progress to identify the influencing factors of carbon emission efficiency.By comparing the regional differences between regions in China,the existing problems of carbon emissions in Hubei Province are analyzed,and scientific and effective energy-saving and emission reduction strategies are proposed to provide technical support for green development.(1)Static analysis of carbon emission efficiency shows that from 2011 to 2020,the average static carbon emission efficiency in Hubei Province was 0.54,which was lower than the national average and the average of the three major economic zones.(2)Dynamic analysis of carbon emission efficiency shows that the total factor productivity in Hubei Province from 2011 to 2020 was 0.99,which was basically the same as the national average,indicating that the overall change in carbon emission efficiency in Hubei Province was not significant.Compared with other provinces in China,Hubei Province has a smaller variation in carbon emission efficiency over time,tending to be more stable.(3)The analysis of factors affecting carbon emissions shows that economic development,technological progress,and urbanization level in Hubei Province have a significant positive promoting effect on carbon emission efficiency in the electricity industry,especially the promoting effect of economic level on carbon emissions.However,the government intervention level has a certain negative inhibitory effect on carbon emission efficiency.(4)By measuring carbon emissions,evaluating carbon emission efficiency in Hubei Province,and analyzing carbon emission intensity trends,this study identifies the main factors affecting carbon emissions in Hubei Province and proposes relevant measures and suggestions for carbon emission control in Hubei Province based on the research results. |
