High-quality development is the primary task of comprehensively building a socialist modernized country.As an important growth pole for economic development,industrial parks play an important role in improving the quality of China’s economic development and optimizing the development structure.Ecological industrial parks,as a new type of industrial park that achieve the dual optimization goals of socio-economic and ecological environmental benefits,are the core engine for promoting high-quality economic development.Since China launched the pilot work of ecological industrial parks in 2000,it has a development history of more than 20 years.Previous research on the evaluation of high-quality development has mainly focused on regional,industrial,and other levels,with relatively few studies on the parks.For the sake of further promoting the high-quality development of ecological industrial parks,this article summarizes the connotation of high-quality development of ecological industrial parks based on new development concepts,national policy guidance,and relevant research results,constructs an evaluation system,determines the weights of various indicators,and conducts empirical research using 27 ecological industrial parks in Jiangsu Province as sample data to test the effectiveness of the evaluation system,Arc GIS Pro3.0 is used to analyze its spatiotemporal evolution characteristics,and panel data regression model is built to mine dynamic factors.The main achievements include:(1)Propose the connotation and significance of high-quality development of ecological industrial parks,and propose 15 evaluation indicators from five dimensions:industrial development,green ecology,structural optimization,technological innovation,and opening-up.The weight impact of each dimension is 0.2057,0.1780,0.1978,0.2341,and 0.1844,respectively.Among them,the weight coefficient of technological innovation and industrial development is relatively large,it indicates that their impact on the high-quality development of ecological industrial parks are greater than other dimensions.(2)Empirical testing was conducted on 27 ecological industrial parks in Jiangsu Province to analyze their spatiotemporal evolution characteristics from 2016 to 2020.From the perspective of time structure,although the development situation of different parks varies over the past five years,the overall level of high-quality development in Jiangsu Province has steadily increased.The comprehensive index of high-quality development has fluctuated from 40.72 in 2016 to 44.17 in 2020,with an average annual growth rate of 2%,most parks have achieved a leap in development level within the past five years.From the perspective of spatial pattern,the number of ecological industrial parks in southern Jiangsu is the largest,and the overall development level is the highest,with a high-quality development index of about 45 on average.For example,Nanjing High tech Industrial Development Zone,Wuxi New Area,Suzhou Industrial Park,etc.are stable in the high-level ranks,followed by northern Jiangsu,with a highquality development index of about 35.Central Jiangsu has been in the low-level ranks for a long time,with an average value of about 30.The overall performance is to use the southern region of Jiangsu as the growth pole to drive the development of parks in other regions.(3)By establishing a panel data model to explore the dynamic factors of highquality development,it is found that the impact of the four major dynamic factors on the high-quality development of the ecological industrial park is in turn ecological driving force,pulling force,endogenous force,and exogenous force,of which the regression coefficients of ecological driving force and pulling force are 0.31 and 0.297 respectively.And through regional comparison,it was found that there are differences in the driving force of the same factor in different regions.Based on this,the following optimization paths are proposed:(1)Fully leverage the radiative driving role to promote regional coordinated development;(2)Strengthen technological innovation and promote the optimization of industrial structure;(3)Actively connect and cooperate to build a high-level open pattern;(4)Strengthen toplevel design and comprehensively promote the construction of ecological civilization. |
