| The issue of agricultural waste resource utilization is an important environmental governance issue facing the world,and it is also the only way to achieve sustainable agriculture and ecological civilization construction.Facing the problem of agricultural waste caused by the increasing agricultural production activities,taking active and effective resource utilization measures has become a current problem that needs to be solved.As the main body implementing the sustainable improvement of ecological environment in China’s rural revitalization strategy,farmers play a decisive role in rural environmental governance and are the main participants in promoting the recycling and utilization of agricultural waste resources.Therefore,in order to achieve the resource utilization of agricultural waste,transform the traditional concept of low efficiency and low value of agricultural waste among farmers,and identify the influencing factors and mechanisms that affect farmers’ willingness and behavior to participate in the recycling of agricultural waste resources,it is currently an urgent problem to be solved.In view of this,this article takes the farmers in Tianquan County,located in the junction zone of the Qinghai Tibet Plateau and the Sichuan Basin,as the research object.Firstly,based on the special terrain and geomorphological characteristics of Tianquan County,Tianquan farmers are divided into three irregular circles,and the overall status and main problems of agricultural waste utilization in Tianquan are analyzed in depth;Secondly,establish an evaluation index system for the willingness to utilize agricultural waste resources,and use the Decision Experiment and Evaluation Laboratory Method(DEMATEL)to determine key indicators;Thirdly,based on the improved theory of planned behavior,the theoretical model of agricultural waste recycling was established,and the research hypothesis was put forward.Based on the acquired research data,PLS-SEM was used to test the research hypothesis;Finally,a multi group structural equation model was used to explore the differences in the behavior of agricultural waste resource utilization among the three circles of farmers,and targeted suggestions for agricultural waste resource utilization in Tianquan County were proposed.The main research findings are as follows:(1)Through the analysis of the current situation of agricultural waste resource utilization in Tianquan County,it was found that the total amount of agricultural waste resources in Tianquan County is relatively large(with an annual output of approximately46000 to 75000 tons of crop straw waste and 270000 to 400000 tons of livestock and poultry manure waste).However,there are many problems in overall utilization,mainly including: the rough and single utilization mode of agricultural waste and low utilization rate;The development foundation of agricultural waste recycling industry is weak;Insufficient sustainability of agricultural waste utilization policies;Problems such as weak willingness of farmers to utilize agricultural waste resources.(2)Using PLS-SEM to test the theoretical model,the results showed that all 9hypothetical paths had significant positive effects,namely,the attitude towards the utilization of agricultural waste,subjective norms,perceptual behavior control,and policy incentives had a significant positive impact on the willingness to use;Cognitive utilization has a significant positive impact on utilization attitudes and subjective norms;Policy incentives have a significant positive impact on perceived behavior control;Policy incentives and willingness to use have a significant positive impact on utilization behavior.(3)Through multi group research,it is found that the three circles of policy incentives can promote farmers’ confidence in the recycling of agricultural waste,and encourage the three circles of farmers to active learning the experience,knowledge and technology of agricultural waste recycling.The study also found that policy incentives can significantly improve the waste resource utilization behavior of farmers in the first circle,while for farmers in the second and third circles,they did not reach a significant level.This indicates that even though policy incentives have a significant positive impact on the willingness to use,the willingness to use may not necessarily be transformed into agricultural waste resource utilization behavior.It is also related to whether there is a complete infrastructure and guarantee mechanism for agricultural waste resource utilization,Skills and other factors are closely related.(4)Through the mesomeric effect test,it is found that policy incentives can not only directly significantly improve farmers’ willingness and behavior to utilize waste resources,but also indirectly improve their willingness and behavior to use waste resources through perceived behavior control;Although utilization cognition cannot directly and significantly affect utilization intention and behavior,it can indirectly promote farmers’ behavior of agricultural waste resource utilization through perceptual behavior control,subjective norms,and utilization attitude.In summary,through research,it can be concluded that although Tianquan County has abundant agricultural waste resources,there are many problems.To improve the level of agricultural waste resource utilization among farmers,Tianquan County needs to improve policy mechanisms,and increase incentives;The second is to strengthen the level of capabilities and increase technological innovation;Thirdly,strengthen publicity and enhance social awareness;The fourth is to improve cognitive level and change attitudes towards waste utilization.The research results on the resource utilization of agricultural waste in Tianquan County have certain reference value for the research and practice of agricultural waste resource utilization of farmers in Ya’an and other plateau and basin areas across the country,and can provide reference for the government to formulate policies for the resource utilization of agricultural waste. |
