Study On The Behavioral Intention Of Community Residents To Participate In Municipal Solid Waste Classification

With the acceleration of urbanization process,the total amount of municipal domestic waste in China is increasing by 8% ～ 10% every year.More than 500 million square meters of land in the country has been covered with waste.The traditional pattern of garbage disposal is unable to solve the problem of "City of Trash".Hence,garbage classification has gradually become the only way to improve the management of urban living garbage.In 2016,President Xi Jinping proposed "Carrying out garbage classification universally".And in 2019,the Ministry of Housing and Urban-Rural Development started the work of garbage classification at prefectural level and above.The community residents,as the producers of garbage and also the first executors of garbage classification,their behavior intention to join in garbage classification determines the implementation effect of the policy.Therefore,studying residents’ behavior intention and exploring the interaction and mechanism between the factors influencing their behavior intention can provide some countermeasures and suggestions for guiding residents to participate in garbage classification,which will contribute to the implementation of garbage classification.This paper mainly focuses on the literature review,theoretical bases,previous studies at home and abroad,analysis of influencing factors and countermeasures.First of all,this study uses Cite Space to make a statistical analysis of 475 literature related to garbage classification,including core periodical journals,degree papers of master and doctor.The results show that,in recent years,the focused issue in this filed is the factors that influence residents’ behavior intention to join in garbage classification.Then the necessity,supporting policies,research questions,methodology and influencing factors of citizens’ participation in garbage classification at home and abroad are comprehensively summarized by using meta-analysis based on literature.Next,the paper defines the concept of behavior intention of residents participating in garbage classification,and puts forward four major theoretical frameworks: the theory of attitude-behavior-situation,the theory of planned behavior,the theory of social capital and the theory of multi-center governance,which lays a theoretical foundation for the follow-up research of residents’ behavior intention.Moreover,this study analyzes the current situation and problems of garbage classification in Beijing,Shanghai and Chongqing.The main problems are poor public participation,imperfect laws and regulations,etc.At the same time,this paper summarizes the experience of garbage classification in Japan,the United States and Germany.It is found that the active motivation of citizens can effectively stimulate their vitality and enthusiasm to participate in garbage classification.This finding not only strongly supports the core premise of the study that residents’ participation is very important for garbage classification,but also lays a realistic foundation for the design of subsequent research on residents’ behavior intention.In addition,this study uses the literature research method and case study method to identify and filter the factors influencing residents’ behavior intention,and then classifies the factors into psychological factors,social norms and social participation based on A-B-C theory and experts’ opinions,so as to construct a structural equation model of influencing factors of residents’ intention to participate in garbage classification.Based on PCA-SEM model,this study uses SPSS statistics 24.0 and Amos 24.0 to analyze exploratory factors,confirmatory factors and paths with online and offline questionnaire data in Beijing,Shanghai and Chongqing.After adapting the model fit(P value of model fitness = 0.051 > 0.05,GFI=0.916>0.9,all path coefficient P value < 0.05),it is confirmed that the main factors affecting residents’ behavior intention to participate in garbage classification are psychological factors(0.86)> social participation(0.73)> social norms(0.51).Finally,according to the results of empirical analysis,this study tentatively puts forward three countermeasures: "To normalize the phenomenon of residents’ participation in garbage classification,to standardize the norms of residents’ participation in garbage classification,and to diversify the participants in garbage classification",hoping to guide the residents to participate in garbage classification reasonably and effectively,and provide some solutions for relevant departments to solve the problems of garbage classification.
