Reserach On Recycling System Of Express Package Under The Background Of Low-Carbon Development

Express packaging is a common resource in daily life.With the continuous development of express logistics industry and e-commerce,the amount of express packaging has increased significantly.And the consequent the low rate of recycling and high proportion of abandonment is a serious matter.The realization of the concept of sustainable development and the goal of "double carbon" has put forward new challenges and requirements for the institutionalization of recycling and utilization of express packaging.Relevant departments of The State Council have also issued normative documents to promote the green transformation of express packaging.At present,there are several problems in the recycling system of express packaging as the following aspects: First,there is no clear and unified concept of express packaging in legal norms;Second,there is no distribution of responsibility for the recovery of express packages in the current legal norms;Third,in the specific system of express packaging recycling lack of mandatory force to ensure its implementation.The above problems have led to the current situation of low recycling rate of express packaging in daily life.To explore the current situation of practice,the main reason is the deviation of public cognition on the recyclable nature of express packaging,the avoidance of relevant recycling subjects’ social responsibility of recycling and utilization of express packaging,and the lack of regulatory role in recycling and utilization of express packaging.This paper used normative analysis,literature research,comparative research and other methods,guided by the construction of the system of express packaging recycling,to gradually explore and analyze the system,concept,the subject of recycling,behavior pattern and legal liability setting of express packaging,and propose the following possible improvement paths corresponding to the existing problems of express packaging: First of all,we should adhere to the legislative model of national and local progress,and improve the system of recycling and utilization of express packaging at the level of laws and local regulations.Second,it is necessary to form a legal system combining superior law and supporting system,and establish and improve the special standard system and standard system for the recycling of express packaging.Third,the compulsory recycling system and the external incentives of policies and regulations act on the problem of recycling and utilization of express packaging;Fourth,strengthen the supervision system of the express packaging and utilization.
