The express delivery industry has risen rapidly under the background of the development of the Internet, and express delivery has penetrated into the lives of most people. However,in the context of the increasing use of express delivery, the waste of express packaging generated in the process is also increasing.According to statistics,in recent years, the total waste consumed by the express delivery industry has exceeded ten million tons, but the overall recycling rate is less than twenty percent. This is not only inconsistent with the concept of green development, but is undoubtedly a great burden for environmental protection. It is necessary to build a complete recycling system and select a suitable address for the recycling center for the purpose of facilitating healthy development of the express delivery industry and improve the recovery rate and reuse rate of express packaging. On the basis of summarizing and generalizing the recycling and reuse of express packaging, this paper summarizes the research direction and significance of the recycling center site selection problem through the analysis of the research status of its recycling system and site selection. After in-depth understanding and study of the bi-level programming model, the process and principles that should be followed in the location selection of the recycling center are summarized, and on this basis, combined with the actual situation,a bi-level programming model is constructed, and the upper-level programming is dominated by enterprises, which pursue cost minimization, and the lower-level programming is dominated by consumers, which pursue utility maximization. The K-means clustering algorithm is used to filter out alternative sites, and the non-dominated sorting genetic algorithm is used to solve the bi-level programming model. It is verified that the established model can effectively solve the problem of location selection. The research results provide a certain reference for the location selection of express packaging recycling centers.
