With the rapid development of social industrialization and urbanization,the deterioration of the ecological environment is followed.In order to change the deterioration of the environment,the construction of ecological civilization has attracted more and more attention.In the construction of ecological civilization,the construction of water ecological civilization occupies an important position.In order to better promote the development of water ecological civilization city,the Ministry of Water Resources has selected 105 pilot cities including Luoyang City to carry out the construction of water ecological civilization city by 2014.This paper aims to evaluate the construction of water ecological civilization city in Luoyang.On the basis of the existing relevant research results,and according to the actual construction situation of Luoyang City,the evaluation index system of water ecological civilization city construction suitable for Luoyang City is constructed,and the classification standard of construction level is determined.The comprehensive evaluation method suitable for the construction of water ecological civilization city in Luoyang City is discussed.The main research contents and results are as follows:(1)On the basis of fully understanding the relevant content of water ecological civilization at home and abroad,combined with the current situation of ecological environment and construction foundation of Luoyang City,and following the principle of index selection,combined with DPSIR model,taking the five aspects of driving force,pressure,state,influence and response as the criteria,an evaluation index system of water ecological civilization construction in Luoyang City with a total of 23 indicators was constructed.(2)In the process of index weight calculation,the analytic hierarchy process is used to calculate the weight of the criterion layer,and then the entropy weight method is selected to calculate the weight of the index layer.Finally,the final weight is obtained by combining the two weights.The result is more objective and can lay a good foundation for the next evaluation of water ecological civilization construction.(3)When constructing the evaluation model of water ecological civilization city construction,this paper chooses the TOPSIS model.By constructing the weighted matrix and calculating the distance between the positive ideal solution and the negative ideal solution respectively,the relative progress is finally obtained,and then the construction level of water ecological civilization in Luoyang City is evaluated.The overall construction level shows an increasing trend.The construction level of water ecological civilization in Luoyang City from 2014 to 2019 is grade III,and the construction level from 2020 to 2021 is grade IV.It is proved that this method is practical for the evaluation of water ecological civilization construction in Luoyang City.(4)On the basis of the comprehensive evaluation model,the obstacle degree model is introduced to analyze the main obstacle factors affecting the construction of water ecological civilization in the eight years from 2014 to 2021,and sort them according to size,find out the problems existing in the construction process and analyze the reasons,and then put forward effective countermeasures.
