The ecological civilization construction of Jiangsu Province faces many challenges in terms of resource constraints,environmental pollution,and ecological degradation: the population density is the largest in the country,the per capita environmental capacity is the smallest in the country,and the industrial pollution load per unit area is the highest in the country.Therefore,scientifically analyzing the driving mechanism and components of ecological civilization in Jiangsu Province,constructing an ecological civilization evaluation index system,evaluating the level of ecological civilization,and studying the promotion policy of ecological civilization will not only help improve the quality of the ecological environment,but also effectively ensure the coordinated development of the economic society and the ecological environment.This paper comprehensively adopts the SECI model,variable weight-TOPSIS evaluation method,obstacle model and other theories and methods to systematically study the regional differences and improvement paths of ecological civilization in Jiangsu Province.The main contents are as follows:(1)Research on the Driving Mechanism of the Improvement of Ecological Civilization in Jiangsu Province.Based on the SECI knowledge transformation model,this paper analyzes the driving mechanism of ecological civilization construction in Jiangsu Province,and divides the ecological civilization promotion into four stages: socialization,externalization,combination and internalization.The study believes that the construction of ecological civilization is inseparable from the coordinated management of multiple subjects,but the multi-dimensional collaborative governance still has problems such as poor public ecological concept,unclear NGO status,and non-coordination of enterprises.Only by clarifying their own ecological responsibilities can each entity better promote the construction of ecological civilization.(2)Comprehensive Evaluation of Ecological Civilization in Jiangsu Province.Based on the PSR conceptual model,the comprehensive evaluation index system of ecological civilization in Jiangsu Province was constructed,and the variable weight-TOPSIS method was used to comprehensively evaluate and analyze the ecological civilization level and pressure,state and response subsystems of cities in Jiangsu Province from 2006 to 2016.The study believes that the comprehensive index of ecological civilization in Jiangsu Province shows a growing trend during the inspection period,but overall there is still room for improvement in the level of ecological civilization.The rankings of ecological civilization indices in various cities are unstable,and the rankings in most cities have changed greatly over the years;the pressure index,state index and response index of all cities show upward trends,and the pressure index and state index increase rapidly as a whole,while the growth rate of the response index is relatively slow.(3)Research on the Improvement Path of Ecological Civilization Construction in Jiangsu Province.Based on the results of comprehensive evaluation of ecological civilization,the obstacle model is used to diagnose the obstacles of ecological civilization in 13 cities in Jiangsu Province from 2006 to 2016,which provides decision basis for the construction of ecological civilization in Jiangsu Province.The study believes that due to the differences in resource endowments and economic development,the key barriers to the improvement of ecological civilization are also different,so it is necessary to adopt differentiated adjustment policies for cities and improve the weak links of cities.The proportion of clean energy investment,the proportion of water supply investment,the proportion of actual use of foreign investment,the proportion of investment in land resources protection,and the number of college students per 10,000 students are common obstacles in most cities.
