Research On The Improvement Of Tianjin Eco-city Construction Efficiency Based On Ecological Civilization

With the development of urbanization,urban problems have become increasingly intensified,and the importance of building an ecological city to the economy and society has gradually become prominent.Improving the efficiency of eco-city construction is an important part of advancing the modernization of the national governance system and governance capabilities,and is of great significance to achieving higher-quality development during my country’s 14 th Five-Year Plan.However,there are still widespread urban problems in my country,such as high urban population density,depletion of resources,and environmental pollution.Through research,it is found that in the construction of an eco-city in Tianjin,there are also problems such as insufficient investment in ecological governance,uneven construction levels in various jurisdictions,and lack of reasonable overall planning.The efficiency of eco-city construction still needs to be improved.Explore how to improve the construction of eco-city Effectiveness is of great significance.From the perspective of ecological civilization,this paper evaluates the construction efficiency of Tianjin’s ecological city,and selects 4 first-level indicators,including economic sustainable development capacity,social governance construction,ecological construction and environmental protection,and regional scientific and technological innovation capacity.The second-level indicators construct an evaluation index system for the eco-city construction efficiency.The TOPSIS method is used to calculate the closeness of the eco-city construction efficiency in Tianjin’s districts from 2015 to 2019,and the overall ranking is performed and the ranking results are analyzed.The research results show that(1)The comprehensive ranking of the construction efficiency of the 16 districts in Tianjin is: Binhai New Area,Heping District,Xiqing District,Hexi District,Nankai District,Wuqing District,Jizhou District,Beichen District,Dongli District,Hongqiao District,Jinghai District,Jinnan District,Hedong District,Baodi District,Hebei District,Ninghe District.(2)During the study period of this article,it was found that the rankings of various districts in Tianjin have fluctuated greatly in the past five years,and the rankings of the districts with higher closeness rankings in 2015 may drop significantly in 2019.Often due to fluctuations in one of the four aspects of economy,social governance,ecology,and technological innovation,the overall fluctuations are large.Therefore,coordinating the four aspects of the relationship,keeping abreast of each other,and preventing one aspect from becoming a shortcoming in development,is the key to the future development of all districts in Tianjin.Finally,the 16 jurisdictions of Tianjin are divided into “excellent”,“general”,and“ low ” for research.The positive factors and negative factors in the construction of various types of regions are analyzed,and based on this,the Tianjin City The ecological city construction of each district and the whole proposes sharing and driving to realize the common development of the city;leading characteristics to improve the overall strength of the city;adjusting and optimizing the industrial structure,transforming the economic development mode;improving the social mechanism and actively playing the role of the government.
