Water ecological security is related to sustainable social and economic development and people’s healthy life.In recent years,my country’s water resources have shown obvious scarcity and imbalance.In addition,the unreasonable planning and utilization of water resources have led to the deterioration of the ecological environment and even become a limitation.Socio-economic development and potential causes of endangering people’s healthy life.Therefore,it is extremely important to carry out water ecological security evaluation research,but most of the current water ecological security evaluation research is still limited to "water-based water",lack of water-related social and economic factors,and less research on the development trend of water ecological security.,ignoring the basic characteristics of water ecological security.Based on this,this paper conducts water ecological security evaluation research from the perspective of resilient cities.Using the SENCE model as an evaluation model,a water ecological security evaluation index system is established and optimized to maximize the accuracy of the evaluation results.Using the entropy weight-TOPSIS method and the gray prediction method,taking Yueyang City as the research object,based on the data related to water ecological security from 2013 to 2020,the current situation and forecast evaluation research are carried out,and the results are analyzed,and the related water ecological security is proposed.safety measures.(1)Analysis of water ecological security evaluation index system.The SENCE model is selected as the evaluation model of this paper.This model conforms to the connotation and characteristics of water,starts from the relationship between people and water,covers water and water-related social and economic elements,and constitutes three criterion layers of society,economy and nature.,which is initially composed of 43 indicator layers.(2)Optimization of water ecological security evaluation index system.It is almost impossible to understand the relationship between each index in the ecological security assessment of clean water.Therefore,it is optimized to eliminate the indicators that have little impact on the assessment results,poor adaptability,and incomplete data,so as to maximize the distinction between the assessment and the assessment.Finally,an optimized evaluation index system composed of 24 index layers is obtained.(3)Research on the status quo and prediction evaluation of water ecological security.Using the entropy weight-TOPSIS method to evaluate the status quo of water ecological security in Yueyang City from 2013 to 2020,the comprehensive index of water ecological security in Yueyang City from 2013 to 2020 was 0.456,0.474,0.479,0.358,0.4,0.346,0.435,and 0.672,respectively.And it is classified according to the water ecological security evaluation level.Then use the grey prediction method to predict and evaluate the water ecological security of Yueyang City from 2013 to 2021,and obtain the comprehensive index of water ecological security of Yueyang City from 2013 to 2023,which are 0.456,0.391,0.41,0.429,0.449,0.470,0.493,0.516 and 0.54 respectively.,0.566,0.592.The results show that water ecological security is generally on the rise.The current evaluation value is basically consistent with the predicted evaluation value,but there are some differences.At the same time,it is analyzed that there are the following shortcomings in the construction of water ecological security in Yueyang: The contradiction between supply and demand of resources is prominent.Second,the ability to prevent and control sewage is weak,and the water quality is not completely improved.Third,the flood control and disaster mitigation mechanism is still not perfect,and flood disasters occur frequently.Fourth,lack of water resources management,inefficient development and utilization of water resources.Fifth,the financial support is insufficient and the efficiency of financial utilization is low.(4)Research on safeguard measures for water ecological security.Based on the evaluation of the status quo of water ecological security in Yueyang City from 2013 to 2020 and the analysis of the results of the forecast evaluation of water ecological security in the next three years,the current water ecological security measures are proposed: First,improve the construction of sewage prevention and control and improve water quality safety.Second,promote the process of coordinated co-governance and strengthen multi-level governance relationships.Third,build a flood control and disaster reduction system to strengthen flood control and disaster resistance.Fourth,broaden the ways of incentives and constraints to alleviate the contradiction between supply and demand of resources.Consolidate the long-term management plan and improve the development and utilization efficiency.
