Study On The Influence Of Fiscal Expenditure On Energy Conservation And Environmental Protection Ecological Environment Quality In Shandong Province

Since the reform and opening up,China’s economic level has developed rapidly,however,the rough development has brought environmental problems,and the protection of ecological environment has become the primary goal of China’s economic development,and solving ecological environment problems has been placed in a crucial position.In the 13 th Five-Year Plan,the Party Central Committee clearly places the construction of ecological civilization in the first place;in the report of the 19 th National Congress,the Party clearly points out that the harmony between human beings and nature should be strengthened and a beautiful new China should be built;in the government report of 2021,the importance of green development is emphasized once again;the General Secretary clearly puts forward in the 20 th National Congress that we should promote environmental pollution prevention and control.Shandong province as China’s economic and industrial province has also been exploring the coordinated development of economic development and environmental protection,however,the epidemic has affected the efficiency of the use of resources,the contradiction between economic development and environmental protection has emerged,therefore,how to deal with the contradiction between economic development and environmental protection has become an urgent problem in Shandong province at present.As a typical public good,ecological environment has a strong externality,which leads to the government department playing an indispensable role in environmental protection,and public financial expenditure is an important means for the government to fulfill its responsibility.In summary,this study will take Shandong Province as the research object to explore the impact of fiscal expenditure on energy conservation and environmental protection(referred to as energy conservation and environmental protection expenditure)on the ecological environment quality in Shandong Province and prefecture-level cities in Shandong Province.This study first conducts a literature review of the existing relevant literature,describes the classical theoretical basis(public goods theory,externality theory,sustainable development theory,and information asymmetry theory)related to this study,and introduces the ways in which the role of energy conservation and environmental protection expenditures and ecological environmental protection;then analyzes the scale and structure of energy conservation and environmental protection expenditures in Shandong Province and the differences in energy conservation and environmental protection expenditures among prefectures and cities;collects relevant panel data of 16 prefecture-level cities in Shandong Province from 2011 to 2020,constructed a comprehensive evaluation index system of ecological environment quality from three aspects of human living environment,pollutant emission and pollution control,and measured the comprehensive index of ecological environment quality of each prefecture-level city in Shandong Province by using entropy weight method.According to the STIRPAT model,the comprehensive ecological and environmental quality indicators and the proportion of energy conservation and environmental protection expenditure to general public budget expenditure were selected as the explanatory variables and core explanatory variables,and the urbanization level,per capita disposable income,industrialization degree and fixed asset investment level were selected as control variables for the empirical study.The results show that at the provincial level,energy conservation and environmental protection expenditures in Shandong province have a significant positive impact on its ecological environment quality;at the prefectural level,there is a large variability in the impact of energy conservation and environmental protection expenditures on the ecological environment quality of each prefectural city.Finally,in response to the previous analysis results and conclusions,this study puts forward targeted suggestions in terms of improving the management system of energy conservation and environmental protection expenditures,reasonably allocating funds for energy conservation and environmental protection expenditures,steadily increasing the scale of energy conservation and environmental protection expenditures,and giving play to the government’s role in environmental protection,respectively,in order to contribute to the realization of coordinated development of economic development and environmental protection in Shandong Province.
