Research On The Impact Of Local Government Energy Conservation And Environmental Protection Expenditure On Green Development In China

Since China's reform and opening in 1978,the economy has grown rapidly,industrialization and urbanization have steadily advanced,but at the same time there are problems of unbalanced development,uncoordinated and unsustainable development.In recent years,China's economic growth has slowed down and economic development has entered a new normal period.It is necessary to establish a new development concept and lead a more scientific development with new ideas.Green development has become one of the five concepts of China's economic and social development.Its fundamental goal is to change the extensive economic development mode that has always been,and to change the production mode that is highly dependent on resources,namely “high pollution,high energy consumption and high emissions”.Green development requires saving resources and protecting the environment.The energy conservation and environmental protection expenditures in government fiscal expenditures have become the source of funds for a series of environmental governance activities of the government.Can the establishment of financial expenditures such as energy conservation and environmental protection expenditures play a role in energy conservation and environmental governance? The effect of fiscal expenditure has become a problem that needs to be clarified at present.In the existing literature,most scholars have studied the relationship between industrial waste or a certain pollutant and environmental protection expenditure,and neglected the impact of resource conservation and ecological protection.conservation,environmental pollution control and ecological protection of natural effects of different aspects,to analyze the impact of energy-saving and environmental protection spending on green development,for environmental protection expenditure structure optimization and more significance.Based on the basic theories of public goods theory,externality theory,sustainable development and environmental federalism,this paper expounds the necessity of local government energy conservation and environmental protection expenditure,and analyzes the impact of government energy conservation and environmental protection expenditure on green development as the theoretical cornerstone of the whole paper.In order to clarify the role of local government energy conservation and environmental protection expenditures on green development,this paper uses the 2007-2016 provincial data to select indicators that represent green development,namely energy consumption,sulfur dioxide emissions and afforestation area.The panel data regression model was constructed by selecting local government energy conservation and environmental protection expenditure,social fixed asset investment,per capita GDP,industrial structure,and openness to study the impact of local government environmental protection expenditure on green development.The empirical results,combined with the previous chapters,can be found that the current local government energy conservation and environmental protection expenditures have the following problems: insufficient total energy conservation and environmental protection expenditures,unreasonable expenditure structure,and low flexibility of energy conservation and environmental protection expenditures for energy conservation and environmental pollution control.In the whole article,this paper puts forward policy recommendations on the problems existing in local government energy conservation and environmental protection expenditures,including: strengthening local government energy conservation and environmental protection expenditures,broadening social financing channels,optimizing environmental expenditure structure,establishing a sound energy conservation and environmental protection policy system,and improving Relevant monitoring mechanism.
