As China’s economy gradually enters the stage of high-quality development,the issue of green and sustainable development has been highly concerned by all sectors of society.As a pillar industry of the real economy,industry not only creates dividends for China,but also becomes the main body of energy consumption and pollution emissions.Based on the long-term pressure of China’s industry to coordinate economic development with energy conservation and emission reduction,seeking a balance between industrial development and a good ecological environment has become an inevitable choice for future economic development.The practice shows that relying only on market mechanisms is not enough to achieve industrial green transformation.Environmental regulation policy is of great significance to establish and improve the long-term mechanism of industrial green development as the key to energy conservation and emission reduction.Therefore,comprehensively exploring the impact mechanism of environmental regulation on industrial green development will help to give greater play to its positive economic effect,and provide environmental protection for promoting China’s regional green sustainable development and alleviating pollution problems.By combining theoretical analysis with empirical analysis,this paper selects 30provinces(municipalities and autonomous regions)in China from 2005 to 2020 as research samples to comprehensively explore the mechanism of environmental regulation on the green development of industry.Firstly,this paper summarizes the research results and theoretical basis related to environmental regulation and industrial green development,and uses PEST model to summarize the current status of industrial green development and environmental regulation,so as to clarify the development resistance.Secondly,the entropy-weight TOPSIS model is constructed to measure the level of industrial green development in China and other provinces,and then we analyze its development trend and space-time difference.Thirdly,this paper uses static fixed effect and dynamic system GMM regression method to empirically test the direct effect of environmental regulation on industrial green development,and uses the sequential test method to build a transmission intermediary model to empirically analyze the transmission mechanism of environmental regulation on industrial green development.At the same time,we analyze the heterogeneity of the difference in the effect of environmental regulation considering geographical location and pollution degree,so as to put forward targeted countermeasures and suggestions according to local conditions.Through comprehensive and systematic analysis and research,the research shows that:(1)The green development level of China’s industry has shown an upward trend year by year from 2005 to 2020,and has shown a pattern of gradual weakening in the east,middle and west regions.(2)The relationship between environmental regulation and industrial green development is an "inverted U-shaped" curve.Through the heterogeneity analysis,it is found that the impact of environmental regulation has significant heterogeneity characteristics in terms of geographical location and pollution degree.In terms of geographical location,only the eastern region has an inverted U-shaped curve relationship,and the central and western regions have negative and positive correlation between environmental regulation and industrial green development.In terms of pollution degree,only moderately polluted areas have an inverted U-shaped curve relationship,and the relationship between environmental regulation and industrial green development in lightly industrial polluted areas is U-shaped curve,while there is not significant in severely industrial polluted areas.(3)In addition to direct effects,environmental regulation can indirectly affect the green development of industry through five paths,including technological innovation,industrial structure adjustment,human capital accumulation,economic development promotion and energy structure optimization.And for regions with different geographical location and pollution degree,the transmission path of environmental regulation to industrial green development is quite different.Finally,based on the above conclusions,this paper proposes measures and recommendations from three aspects: increasing investment in technology research and development and independent intellectual property rights,adjusting industrial structure to promote economy,and optimizing energy structure.
