Correctly understanding the relationship between environmental regulation and urban green development will help to enhance the policy effectiveness of environmental regulation in my country,and is of great significance for promoting high-quality development of cities.Based on the relevant data of 281 cities in China from 2005 to 2019,this paper first systematically summarizes and summarizes the related research on environmental regulation and urban green development,and combines the entropy weight method,DEA and other multivariate statistical analysis methods to measure the relationship between the intensity of environmental regulation and urban green development.Green development level,using horizontal and vertical comparison and GIS visualization to analyze the temporal and spatial evolution trend of environmental regulation and urban green development;secondly,combining neoclassical economics and new economic geography to further analyze the impact mechanism of environmental regulation on urban green development;The spatial Durbin model is tested empirically,and corresponding suggestions for environmental regulation to promote urban green development are put forward.The research conclusions show that:(1)From 2005 to 2019,the formal and informal environmental regulation and urban green development generally showed a steady growth trend.From the perspective of spatial characteristics,the number of high-level green development cities has increased,showing a typical trend of development from fragmented to continuous development.Formal environmental regulation shows a trend of spreading and shifting from the east to the central and western regions.The informal environmental regulation is distributed in a tiered pattern of high in the east coast and low in the middle and west.Formal and informal environmental regulation and urban green development are in the Yangtze River Delta,Pearl River Delta and Central Plains cities.Clusters and other regions have a strong agglomeration effect.(2)Formal environmental regulation mainly affects urban green development through subsidy effect,cost effect and technological innovation effect,while informal environmental regulation mainly affects urban green development through demand effect,supervision effect and pressure effect.At the spatial level,formal environmental regulation mainly affects urban green development through policy platforms,imitation competition,pollution shelters,and regional coordinated development.Informal environmental regulation affects urban green development through green demonstration,information diffusion,and regional alliances.And through theoretical analysis,it is also found that environmental regulation has the effect of first inhibiting and then promoting urban green development.(3)From the national level,both formal and informal environmental regulations have a "U"-shaped relationship to urban green development in local and adjacent areas.The impact of development is an inverted "U" shape.Informal environmental regulation can promote the green development of local cities and has positive spillover effects.In the central region,the impact of formal environmental regulation on the green development of local cities is in a "U" shape,while informal environmental regulation can promote the green development of surrounding cities.In the western region,the impact of informal environmental regulation on the green development of local cities is "U" shaped.In Northeast China,formal environmental regulation has an inverted "U"-shaped impact on the green development of cities in surrounding areas,while informal environmental regulation has a "U"-shaped impact on the green development of local and adjacent areas.In view of the above conclusions,this paper puts forward the following suggestions: First,build a synergistic mechanism for green development among cities.The second is to improve the long-term mechanism of formal environmental regulation.The third is to improve the public participation mechanism of informal environmental regulation.
