S Municipal Government Promotes The Research On Management Optimization Of Water Environment Governance PPP Project

The 20th National Congress of the Communist Party of China put forward a plan to "coordinate the management of water resources,water environment and water ecology,promote the ecological protection and management of major rivers,lakes and reservoirs,and basically eliminate black and smelly water bodies in cities.We will improve environmental infrastructure and improve urban and rural living environments." Under the background of increasing urbanization level and increasing urban population,the problem of urban water pollution is increasingly serious.Water environmental governance is an important part of the government’s efforts to improve urban and rural living environments,and water pollution control requires a large amount of capital and technological input.Under the current policy of government austerity and tight living,the government faces great financial pressure.It is no longer enough to rely on local government finance,so it needs to actively introduce social capital and innovate the governance mode.Public-private Partnership(PPP)is a cooperative relationship between the government and social capital in the field of Public services.It is a kind of management mode to promote the transformation of government functions,but also a kind of innovative financing method Water environment governance is a typical category of public services,which is highly integrated with the concept of PPP model.The application of this model to water environment governance projects can not only broaden the financing channels of projects,so as to release the financial pressure of local governments,but also bring technical support to the projects,and also be an important carrier to improve the efficiency of government management.This thesis takes the water environment management PPP project of S City as the research object.From the perspective of government management,relying on new public management theory,Stakeholder theory and principal-agent theory.This thesis empirically studies the effect of government on water environment governance PPP project promoted by S City government,finds the existing problems of the government in project management,analyzes the causes of the problems,and sticks to the problem-oriented approach.To find the optimal countermeasures to improve the efficiency of government management.First of all,according to the process of the project to analyze the government in each stage of management status.Secondly,through the combination of quantitative(analytic hierarchy process,comprehensive fuzzy evaluation method)and qualitative(interview method)analysis,it is finally found that the government promotes the project management in the risk management is not in place;The performance appraisal system is not perfect;Insufficient government support;Role positioning is not clear;The efficiency of coordinated promotion is not high and the public participation is not active in these six aspects.In the end,start from the actual situation,try to put forward six optimization countermeasures: improve the ability of risk control;Standardize the management of performance appraisal;Strengthening government support;Clarify their own role;Improve the efficiency of collaborative promotion;Mobilize the enthusiasm of participation.The aim is to provide reference for the healthy development of water environment management PPP project in S City,and even for the improvement of PPP management ability of local governments across the country.
