The Governance Dilemma And Optimization Strategy Of Social Organizations Embedded In Garbage Classification In Old Communitie

The participation of social organizations in the old community garbage classification is important to stimulate the endogenous power of community garbage classification governance,improve the community garbage classification governance system and enhance the level of community garbage classification governance.At present,due to the current situation of old communities with old construction,dilapidated garbage classification facilities and backward management team,the problems of poor implementation of garbage classification,unremarkable treatment effect and lack of attention of management personnel are prominent.As a professional organization,social organizations can help old communities update their garbage classification management model,promote garbage classification policy,and help old communities implement garbage classification related work and gather garbage classification management resources.Therefore,an in-depth study on the embedded governance path of social organizations’ participation in waste classification in old communities is an important issue and direction to crack the problem of waste classification governance in old communities.Based on embedding theory,social capital theory,and polycentric governance theory,this paper explores the practical directions,realistic dilemmas,and optimization strategies of Q social organizations’ embedding in the waste classification governance of Z community in Qingdao.The study finds that although Q social organizations have revitalized the endogenous power of Z community and improved residents’ self-governance and green consciousness by creating an ecological base for waste separation,a recycling base for food waste and a small classroom of ecological knowledge,they also face many practical dilemmas.These dilemmas are mainly manifested in the lack of resources for governance of old communities,the lack of community system construction,the lack of residents’ green and public concepts,and the bottleneck of social organizations’ professional capacity.In order to improve the embedded governance effect of social organizations’ participation in waste sorting in old communities,we need to improve it by optimizing the living environment of social organizations,gathering multiple governance resources,expanding the functions of social organizations,improving community system construction,fostering trust relationship within the community,raising residents’ awareness and cognition,strengthening internal staff training and improving their own professional capacity.
