Research On Safety Management Of Railway Freight Transportation

As the main modern transportation mode in China,railway has many characteristics such as fast running speed,large transportation capacity,low transportation cost,low environmental pollution,and less restricted by the natural environment.With the development of national economy and society,and the adjustment of the transport of “Highway to Railway” carried out by the state,the demand of goods transported by railway has increased year after year.It is imperative to strengthen the safety management of railway freight transportation.Due to the characteristics of many links and high technical requirements of railway freight transport in China,the current railway freight transport is difficult to manage,there are many security risks,and the operating standards are not uniform.The safety management of railway freight transportation is an important measure to ensure transportation safety.However,there is a lack of comprehensive evaluation and analysis of railway freight transportation safety management,and there is no standardized and unified model of railway freight transportation safety management,and its evaluation contents and methods lack scientific basis and theoretical support.Therefore,it is of objective practical significance to study the safety management of railway freight transportation.Firstly,according to the current situation of railway freight transportation safety development and safety scientific theory,the influencing factors of railway freight transportation safety are analyzed.According to the principles and basis of establishing evaluation index system,safety management evaluation indexes are preliminarily established from five aspects: operator safety management,cargo transportation organization safety management,equipment and facilities safety management,transportation environment safety management and safety supervision and management system.The indexes are screened and adjusted by experts,and then the railway cargo transportation safety management evaluation index system is constructed.Secondly,based on the evaluation index system,the comprehensive evaluation model of railway freight transportation safety management is established by DHGF algorithm(Delphi Method-Analytic Hierarchy Process-Grey Relation Analysis-Fuzzy Synthetic Evaluation).Invite experts to score the importance of each index in the evaluation system,and obtain the weight of each evaluation index through analytic hierarchy process;The grey weight of each index is calculated by using the grey system evaluation model,and the single factor fuzzy evaluation matrix is constructed The fuzzy comprehensive evaluation method is used to calculate the final evaluation result.Finally,according to the evaluation results,the corresponding countermeasures are put forward to strengthen the safety management of railway freight transportation.The future safety management of railway freight transportation should focus on five aspects: improving personnel quality,standardizing transportation organization process,improving equipment safety performance,improving environmental safety quality and improving safety management level.In order to strengthen the safety management of railway freight transportation,this paper establishes a scientific,reasonable and effective evaluation index system of railway freight transportation safety management by combining qualitative and quantitative evaluation,which has theoretical guidance and practical application value for the research of railway freight transportation safety management.
