Reseach On Ecological Compensation System Of Guangxi Wetlands

Guangxi has a wide area and complete types of wetland resources,which play a very important role in improving the ecological environment quality and promoting the construction of tourism economy in Guangxi.However,in recent years,for the sake of economic construction,Guangxi has over-exploited and utilized wetland resources,which leads to the increasing erosion area of natural wetlands,resulting in soil erosion,pollution aggravation and rocky desertification in natural wetlands,and the gradual degradation of wetland ecological functions,which seriously affects the sustainable development of wetland ecological environment and tourism economy.In this case,wetland ecological compensation can adjust the rights and obligations of relevant stakeholders in the process of wetland protection,development and utilization by various means,promote the protection and restoration of wetland resources,achieve the purpose of balancing ecological environment interests and promoting social equity,and effectively alleviate the contradiction between wetland protection and economic development.Therefore,in order to give full play to the important role of wetland ecological compensation,it is necessary to improve the wetland ecological compensation system in Guangxi,so as to achieve the purpose of wetland ecological protection and sustainable development.First of all,starting with the related concepts of wetland ecological compensation,and analyzing its theoretical basis,basic principles and legal relationship composition,etc.,it provides a basis for the later research on wetland ecological compensation system in Guangxi.Secondly,the legislation and practice of wetland ecological compensation system in Guangxi are described,and the problems existing in the system are analyzed,such as imperfect legal system,single compensation subject and unclear compensation subject,single compensation method and so on.Thirdly,by analyzing the practice of wetland ecological compensation at home and abroad,we can get the beneficial experience in wetland ecological compensation practice,with a view to enlightening the improvement of wetland ecological compensation system in Guangxi.Finally,based on the experience of wetland ecological compensation at home and abroad,this paper puts forward concrete suggestions from six aspects: perfecting the legal system of wetland ecological compensation,determining the main scope of wetland ecological compensation,using diversified compensation methods,widening the source channels of compensation funds,formulating scientific and reasonable compensation standards and perfecting relevant supporting mechanisms,so as to make the wetland ecological compensation system in Guangxi more perfect and operable.
