| Dongting Lake wetland is a piece of important ecological wetland in the world. Making use of wetland resources sustainably and appropriately is of great importance in promoting Hunan's economic development and assuring Yangtze River area's eco-logical environment security. Ecological compensation is an important way to protect ecological environment effectively. To establish Dongting Lake's wetland ecological service compensation mechanism plays an important role in promoting the use of wetland resource and protection of wetland ecological environment. The government and the market can be at work in protecting wetland resource simultaneously. Dongting Lake wetland ecological system's health grade will enhance through the wetland restoration project. The establishment of Dongting Lake wetland ecological compensation mechanism will provide us for certain theoretical guidance for Dongting Lake wetland ecological compensation work for future.Firstly, this paper discussed the theoretical basis of ecological compensation, which referenced research result of forest ecological benefit compensation, described the content and mode of wetland ecological compensation. Based on the characteristics and status of ecological compensation of Dongting Lake wetland ecosystem, and combined theoretical research and field survey, this paper try to build ecological compensation mechanism of Dongting Lake wetland, which includes ecosystem service of Dongting Lake wetland and its value components, comprehensive evaluation of the ecosystem services value of Dongting Lake Wetland, main content of Dongting Lake wetland compensation, and sources & using of compensation funds of Dongting Lake wetland. Finally, it improved some policy recommendations of ecological compensation system of Dongting Lake wetland.Dongting Lake wetland ecological compensation amounts is made up of three parts:the loss amount of economic value of Dongting lake wetland loss amount, Dongting Lake wetland water overhead expenses and its constructed wetlands' ecological service value amounts. The author calculated the whole amount of ecological compensation in Dongting Lake wetland and it is 46.49 billions RMB. 43.37 billions RMB of ecological service value is lost by reasons of jamming, we need cost 26.75 billions RMB to promote the water's quality of Dongting Lake wetland and farmers suffer from 16.51 millions RMB's loss due to wild animals' habitating.We need 46.49 billions RMB to carry out wetland ecological compensation.Direct compensation is mainly to compensate wetland ecological system. Direct compensation is carries out wetland ecological restoration and control wetland water. Indirect compensation value amount depends on habitats service value of every a piece of constructed wetland.There are two innovations in this paper. First one is, in order to solve the problem of lack of funds, based on visiting the relevant departments and actual investigation, using the theory of ecological compensation, it identified the source of compensation funds of Dongting Lake wetland; The second one is, the bold attempt of establishment ecological compensation mechanism of Dongting Lake wetland, there are so many research results about Dongting Lake wetland, but still no anything on the exploring of building its wetland ecosystem service compensation mechanism. |
