| In recent years,China’s power engineering transactions to maintain the trend of year-on-year growth,the State Council decree and other relevant competent departments in turn promulgated a series of relevant documents to clarify the power reform of the domestic power generation enterprises long-term stable production needs,especially to further strengthen the safety production and management of power enterprises to ensure the stable operation of China’s power enterprises.However,in China’s large and medium-sized power enterprises in safety management because of the aging and backward machinery and equipment,outdated safety production management methods,high incidence of safety production accidents and a series of problems and attention,which are not conducive to the sustainable development of power enterprises,must further explore the new mode of power generation safety management.First of all,this paper conducts an in-depth study of modern safety management theory and the current situation of safety management research at home and abroad,enriches the relevant theoretical basis,and determines the analysis method and research ideas of this paper.Secondly,using the "4M" theory,we analyzed the four important factors affecting the safety management of Q power plant from personnel,equipment,environment and management,and constructed a primary evaluation index system,then decomposed the primary indexes downward,and finally summarized 17 secondary indexes;the index system was scored by 10 leading experts of Q power plant to determine the weight of each primary and secondary evaluation index.The weight values of the secondary evaluation indicators were determined by 10 leading experts of Q power plant,and the data were collected by questionnaire and the affiliation degree of each evaluation indicator was calculated,so as to obtain a comprehensive evaluation chart of the four safety impact factors.Then,based on the comprehensive safety evaluation chart,we conducted a field survey to collect the problems in the management of Q power plant,and conducted an in-depth analysis,and learned that the main problems include: weak awareness of personnel safety,lagging equipment safety performance,difficulties in the operating environment to fully meet the safety requirements,and incomplete safety management system.The PDCA cycle system is used to analyze the four major elements of modern safety management(personnel,equipment,environment,and management)and to develop rules and regulations for improvement,so that the entire plan can be managed in a closed-loop manner and the Q plant can be made intrinsically safe.This paper aims to further improve the level of safety supervision in power plants,to prevent safety hazards in the production system scientifically and efficiently,and to avoid various safety accidents.Finally,an in-depth analysis of the PDCA cycle method will better promote the application of the PDCA cycle system in the fields of safety supervision and management and accident prevention in China’s electric power industry and further promote the improvement of safety management in China’s electric power industry. |
