The Performance Improvement Of Rural Ecological Governance Under The Background Of Rural Revitalization

Since the 18th CPC National Congress,the CPC Central Committee has promoted the"five-in-one"overall Arrangement and the"four comprehensive"strategic Arrangement,put the construction of ecological civilization in an very important strategic position.Implement the concept of green,coordinated,open,shared and innovative development.The 19th CPC National Congress had reported the rural revitalization strategy,which proposed to give priority to the development of China’s agricultural and rural areas,and stressed that the modernization of the national governance system and governance capacity is of great significance to building a modern socialist country in an all-round way^[1].As a long-term and complex systematic project,compared with economic and social development,the construction level of Chinese ecological civilization Relatively slow.Increasingly problems include ecosystem destruction,environmental pollution,shortage of resources and the confliction between Chinese economic development and ecological construction^[2].The problem of rural ecological governance under the background of rural revitalization has always attracted much attention.although China’s rural ecological governance has been carried out for many years,because the governance system is not perfect,the governance effect is not significant enough.Finally,it is easy to affect the development of the construction of ecological civilization.Based on the perspective of farmers’perception,this paper makes an in-depth study of rural ecological governance and its performance evaluation,and constructs a farmers’perceived ecological governance performance evaluation system through factor analysis.Taking Changde City,Hunan Province as the study area,the scores of common factors are calculated and compared,and the main conclusions are as follows:five common factors are selected to classify and analyze 30indicators.finally,it is concluded that all the indicators of none of the counties are negative,indicating that the four counties selected in this study have achieved varying degrees of results in the indicators of governance performance evaluation set by the study.The results are helpful for the grass-roots government and relevant departments to continuously improve and optimize the path of rural ecological governance in the follow-up ecological governance work.Finally,we use the IPA importance-performance four-quadrant analysis method to analyze and study the gap between farmers’cognition and perception of ecological governance performance in Changde City,and improve the deficiencies in ecological governance.It is found that family income,participation enthusiasm,type of participation,industrial pollution control,sewage treatment,soil pollution treatment,human and poultry feces treatment,harmless treatment of domestic waste,chemical fertilizer and pesticide pollution treatment,drinking water quality,government capital investment these 11 indicators,belong to the four-quadrant high expectations but the actual effect is not ideal"focused attention"areas,need to focus on improving the treatment plan.In view of these deficiencies,the government should focus on improving farmers’performance perception and evaluation,so as to comprehensively improve the level of rural ecological environment governance in Changde City.
