| In May 2019,the Ministry of Ecology and Environment,together with 18 government agencies,including the National Development and Reform Commission,the Ministry of Industry and Information Technology,the Ministry of Finance,the Ministry of Natural Resources,and the Ministry of Housing and Urban-Rural Development,launched a pilot project to build "waste-free cities" nationwide."Waste free city" is the prospect of urban development and will become the mainstream operation mode of the city in the future.Its operation will stimulate various new business models and technological innovation of the city.Residents and enterprises play a key role in the construction of "waste free city",which is closely related to the construction of "waste free city".Creating a "waste free city" will promote social development,encourage residents to participate and foster a sense of community.The biggest benefit and value of "waste free city" is embodied in the environment.As a representative of international cooperation,Sino-Singapore Tianjin Eco-City has been successfully selected for the national pilot project of "waste free city" construction.Compared with other selected pilot projects,sino-Singapore Tianjin Eco-City has the characteristics of small pilot scale,high-tech industry leading,and green ecological livable urban development.As a pilot "waste free city",Sino-Singapore Tianjin Eco-City not only improves environmental management,optimizes community management,protects the ecological environment and saves energy,but also takes into account the functions of restoring saline-alkali wasteland.Based on the theory of sustainable development,circular economy and collaborative governance,this paper describes the construction of "waste free city" in Sino-Singapore Tianjin Eco-City by referring to the advanced experience of "waste free city" construction at home and abroad,and analyzes the operation of "waste free city" and the status quo of solid waste treatment.Further through the basic situation,main practices,achievements and promotion and application conditions of four aspects summed up the eco-city as "waste free city" construction pilot operation mode;Then,the paper introduces the operation goals and requirements of "waste free city",the completion of indicators and the data of solid waste material flow in the future,finds out the problems existing in the construction of "waste free city" in related policies and supporting facilities,and the treatment of main waste sources,and puts forward corresponding countermeasures and suggestions.This study can provide decision-making reference for the construction of "waste free city" in Sino-Singapore Tianjin eco-city and other cities,and provide ideas and experience for other "waste free city" construction. |
