| With the continuous improvement of urbanization and economic growth,the amount of municipal solid waste has increased significantly,which inevitably has an important impact on urban development.At present,the obvious lag of comprehensive treatment capacity of solid waste in China has led to long-standing and complex ecological problems,such as "Garbage besieged city","Solid waste besieged city","Garbage trapped Village ",etc.No-waste city is a major measure of China’s ecological civilization construction.Therefore,how to scientifically and reasonably solve the increasingly serious problem of comprehensive prevention and control of solid waste pollution and realize the high-quality development of the city is a difficult problem to be solved in the current No-waste city construction and sustainable development.Shanxi Province is the graveyard of national energy and heavy chemical industry.The super heavy pollution industrial structure brings great pressure to the environment;Industrial solid waste pollution is prominent.At the same time,Shanxi Province is in the key period of industrial transformation and upgrading.It is of great significance to understand the development status of No-waste city in Shanxi Province,analyze the internal influencing factors,and improve the development level of No-waste city in Shanxi Province.Based on the relevant theories of No-waste city,this paper analyzes the research status at home and abroad,and deeply summarizes the experience and methods of previous studies on the development of No-waste city.Let’s take 11 prefectures and cities in Shanxi province for examples,this paper first analyzes the current situation of natural resources,social economy and the development of No-waste city in Shanxi Province,and then constructs the evaluation index system of No-waste city in Shanxi Province from four sub-systems: reduction of solid waste source,resource utilization of solid waste,final disposal of solid waste and development of guarantee ability.When quantifying the indicators,we first standardize the detailed data of cities in Shanxi Province over the years,then,use the entropy weight method to determine the weight of the indicators,and calculate the comprehensive score of the indicators of No-waste city from 2010 to 2019.Through data analysis and GIS mapping,this paper analyzes the development space diagram of No-waste city in 2010,2013,2016 and2019,studies the temporal and spatial evolution law of No-waste city in Shanxi Province,and concludes that No-waste city development level in Shanxi Province presents an overall upward trend with the passage of time;there are significant differences in the spatial distribution of No-waste city in Shanxi Province.The difference shows the radiation growth mode that takes Taiyuan City as the center and spreads to the surrounding.Through in-depth analysis of the causes of these changes,by studying the development status of typical No-waste city at home and abroad,we found some problems faced by the development of No-waste city in Shanxi Province:such as large industrial solid waste output,high intensity,low comprehensive utilization rate,unreasonable distribution planning of hazardous waste management units and lax supervision,small amount and capacity of medical waste collection,transportation and disposal,and low degree of harmless disposal of municipal garbage and municipal sludge.This paper puts forward the following suggestions: put forward from the source to reduce solid waste production,enhance the industrial solid waste resources use efficiency,improve industrial waste disposal technology and comprehensive utilization,reasonable layout of regional hazardous waste disposal unit,strengthening the supervision system,the implementation of the medical waste collection and disposal of regulatory responsibilities,strengthen the management work,the implementation of urban garbage classification compulsory,accelerate the sludge disposal. |
