Vessel-source pollution is one of the most important environmental pollution sources.In recent years,with the rapid development of international trade and the substantial expansion of port and shipping industry,pollution sun as oil,waste gas,waste water and solid waste produced by vessels have brought serious negative impacts on the global ecological environment.At the same time,the characteristics of shipping determine that vessel-source pollution has the characteristics of fluidity,persistence,harmfulness and difficulty to deal with,which brings great difficulty to the corresponding prevention and control work.However,the global prevention and control of environmental problem caused by vessel-source pollution is characterized by "fragmentation",that is,subjects of the prevention and control are not coordinated linkage,and factors of the prevention and control are not considered as a whole at present.Therefore,the prevention and control of environmental problem caused vessel-source pollution cannot achieve satisfactory results.In order to solve the above problems,this paper has established a synergetic mechanism of prevention and control of vessel-source pollution from a multi-dimensional perspective,including the perspective of horizontal dimension of prevention and control elements,vertical dimension of prevention and control subjects,and horizontal-vertical integration perspective.This synergetic mechanism has important theoretical value and practical significance for implementing prevention and control of vessel-source pollution efficiently.This paper expounds the research background and significance at first,summarizes the research problems and contents,review literature,draws the technology roadmap and puts forward the research innovation points.Secondly,the theoretical basis and relative concepts are elaborated and defined.Then,in order to explore the synergetic mechanism of prevention and control of vessel source pollution from a multi-dimensional perspective furthermore,the following aspects have been studied and relevant conclusions have been obtained:Firstly,from the aspect of legal level,most of the existing studies on jurisdiction in global ship-source pollution are qualitative,nevertheless,this paper has established a game model of the flag state and other states with related interests such as the port state and the coastal state by using game theory innovatively,analyzing the complementary role of the jurisdiction of other interested states(such as the port state or the coastal state)to the traditional flag state quantitatively.This paper studies how to design an integrated and synergetic jurisdiction mechanism under the governance framework of the United Nations to improve the efficiency of the jurisdiction for the port state and the coastal state,breaking the traditional jurisdiction system dominated by the flag state and forming a coordinated mechanism among the flag states,port states and coastal states.Studites show that: firstly,it is necessary for the flag states to coordinate its jurisdiction with other interests-related countries;secondly,the participation of inter-governmental international organizations can greatly improve the efficiency of the relevant interested countries in the supervision of vessel-source pollution;finally,numerical simulation results show that it is necessary to focus on the overall consideration of the status of relevant countries,the regulatory costs of relevant stakeholder countries,and the participation of international organizations when formulating relevant policies and laws and regulations.Secondly,from the aspect of social forces and green technology,take the diffusion of green technology in the global network as a breakthrough point,analyzing the positive role of social forces represented by the public and international environmental non-governmental organizations in promoting the diffusion of green technology based on the "two-wheel" driving mechanism which is social factors primarily,non-social factors and social factors combined,studying the establishment of an effective mechanism for promoting the diffusion of green technology globally.In the construction of the model,the different characteristics of the communication network topology in different industries and the dynamic changes of the public’s cognition of the enterprise’s environmental behavior and the purchase preference of green products in different stages of the promotion of green technology are taken into account innovatively,which is closer to the reality.Studies show that: firstly,social forces represented by the public and international environmental non-governmental organizations have played a crucial role in promoting the diffusion of green technology globally,that is the public’s awareness of environmental protection will affect their aversion to enterprises whom do not accept green technology,their preference to buy green products and their complaint rate of environmental damaging behaviors,thus affecting the depth and speed of green technology promotion.Positive publicity by international environmental NGOs will improve the public’s awareness of environmental protection.Secondly,different network topologies will influence the diffusion of green technology.On the whole,compared with WS small-world network,green technology promotion rate is generally higher in BA scale-free network,and in the same type of complex network,number of the nodes in the network and the average degree value of network nodes will affect the promotion rate.Finally,in order to achieve a higher diffusion rate,the behaviors of all participants need to be coordinated and linked as well as social factors and non-social factors in the diffusion mechanism of green technology.Thirdly,from the aspect of economic regulation,take comparisons of the implement of emission trading regulation,environmental tax regulation and their combination as a breakthrough point,building an evolutionary game model between the government and related enterprises.Meantime,the implementation of economic regulations is regarded as a dynamic process,and the effectiveness and stability of the static and dynamic implementation schemes are compared innovatively in different implementation stages by combining the system dynamics model.In the whole implementation process,the static and dynamic implementation schemes are organically combined,so as to build a more efficient and stable synergetic mechanism of economic regulations for preventing and controlling vessel-source pollution.Studies show that: firstly,implementation of single economic regulation has certain limitations,nevertheless,collaborative regulation has more advantages in the effectiveness and stability of policy implementation;secondly,the implementation of static and dynamic schemes can achieve better implementation effect from the overall planning in the process of implementing economic regulation;finally,the participation of international organizations has a positive significance for the coordinated prevention and control of multi subjects and the supervision of whether the government actively adopts economic regulation to intervene emission reduction behavior of enterprises and whether there is collusion between the government and enterprises should be taken into consideration.Fourthly,based on the factors of coordination of prevention and control such as law,society,technology and economy,as well as the actions of subjects such as international organizations,governments,enterprises and the public,a synergetic mechanism of prevention and control of vessel-source pollution from a multi-dimensional perspective is established innovatively including horizontal dimension,vertical dimension and horizontal-vertical integration dimension.This mechanism mainly includes coordination mechanism of jurisdiction,coordination mechanism of green technology promotion and coordination mechanism of economic regulations.International intergovernmental organizations should play a due role in the formulation of top-level regulations and the supervision of the effect of the implementation of regulations;governments should formulate control regulations and implementation plans actively which are suitable for their national conditions on the premise of complying with the control rules stipulated in relevant international conventions;enterprises should embrace green technologies to reduce emissions actively;international Non-Governmental Organizations should raise public awareness of environmental protection through publicity and education and build a bridge between the public and the government;the public should improve the acceptance of green products and play an active role in supervision by public opinion.In this paper,a synergetic mechanism for the prevention and control of vessel-source pollution from a multi-dimensional perspective is constructed,aiming to coordinate the various prevention and control elements in the prevention and control of vessel-source pollution and coordinate the behaviors of various prevention and control subjects,so as to achieve more efficient and stable prevention and control effects,providing a new idea for the realization of the sustainable development of vessel transport and a scientific basis for the behaviors of relevant subjects.In future studies,it is necessary to distinguish different types of vessel-source pollution more intensively and use more real data for verification and analysis,so as to improve the synergetic mechanism of prevention and control of vessel-source pollution.
